REGULAR MEETING
7:30 P.M.
1. ROLL CALL. Mr. Frazier called the meeting to order at 7:30 P.M. Roll call was taken with Mr. Frazier, Mrs. Ball, Mrs. Shankland and Mr. Boetcher present. Mr. Campbell was absent and had advised the clerk of his absence. Others present were; Steve Carr and Lori Aberman.
2. APPROVAL OF
MINUTES OF April 25, 2005, Regular Meeting.
Mrs. Shankland moved to approve; Mr. Boetcher seconded the motion. Mr. Boetcher, Mrs. Shankland, Mrs. Ball and Mr. Frazier voted “Aye.” Motion carried, 4-0.
3. COMMUNITY COMMENTS. None.
4. PARK DEVELOPMENT / IMPROVEMENT PROJECTS
A. Parks Master Plan. Mr. Carr stated negotiations began with Edsall & Associates approximately two weeks ago. He continued the City has a meeting with Edsall & Associates scheduled for May 24th. Edsall & Associates submitted a draft proposal and after staff review it has been determined that Edsall & Associates should provide the City with a cost breakdown for various components of the plan. Mr. Carr stated the budgeted amount for this project is $47,500.
B. Handicap Garden – Update. Mr. Carr stated ODNR did not fund the project. This project will be rolled over into the Parks Master Plan.
C. Sycamore Park Tennis Courts – Update. Mr. Carr stated the project has not gone out to bid yet. He continued the project will go out to bid by early June.
D. Putting/Chipping Green – Update. Mr. Carr stated the project is almost completed. He continued the putting green has been installed and turf repair needs to be completed on the chipping green. The repairs will take place in the fall.
E. Joint Park District – Update. Mr. Carr stated the Township Administrator has indicated that Committee Meetings should be established within the next sixty days. He continued that applications for committee members are currently be accepted.

5. RECREATION AND EVENTS. Mr. Carr stated Softball Leagues are underway and there was an increase in teams participating. Last year there were 33 teams and this year there are 46 teams. He continued that the Summer Playground staff has been hired. Mr. Carr stated the Movies in the Park and the Summer Concert schedule is in place. He continued this year the City would be having Theater in the Park. Mr. Carr stated he was been working the Columbus Children’s Theater and have secured two Saturday performances of Cinderella and Charlie and the Chocolate Factory. Mr. Carr stated Fourth of July parade and vendor application packets would go out this week. The parade will be held on Monday the 4th of July at 6:00 pm. The fall brochure will distributed in August.
6. OTHER BUSINESS. Mr. Carr stated he wanted to thank Mrs. Shankland for her ten years of service on the Parks and Recreation Board. He continued that Council presented her with a proclamation for her years of service. Mr. Carr stated Mrs. Shankland helped see that numerous projects including the Skate Park and the Parks Master Plan had come to fruition.
Mrs. Shankland thanked the Board for everything and stated she was happy to be a part of all of the projects that have been completed over the last ten years.
Mr. Boetcher inquired as to whether there was an injury reporting system in place for the Skate Park. He also asked if there had been many injuries reported since the Skate Park was opened. Mr. Carr stated there have not been many injuries reported. He continued that bikes in the Skate Park are still a problem. Mr. Carr stated that enforcement is an issue when you have an unsupervised facility. Mr. Boetcher inquired as to whether the City has considered installing cameras. Mr. Carr stated they have and it is cost prohibited. He continued that vandalism at the Skate Park has been very rare.
7. ADJOURNMENT. There being nothing further, Mr. Boetcher moved to adjourn; Mrs. Shankland
seconded the motion. Mr. Boetcher, Mrs. Shankland, Mrs.
Ball and Mr. Frazier voted “Aye.” Motion
carried, 4-0. The Parks and Recreation Board meeting
adjourned at 8:01 P.M., May 23, 2005.
