BOARD
REGULAR MEETING
TUESDAY, OCTOBER
25, 2005
6:00 P.M.

Meeting was called to order by Bob Farrell at 6:05 pm
1. Approval of September 27, 2005 Regular Meeting Minutes: Mr. Sells moved to approve; Mr. Farrell seconded the motion. Motion passed.
2. Employee/Community Comments: none
3. Secretary’s Report: Mr. Sells listed items received in packet which included a copy of the September 27, 2005 minutes, copy of the October 25, 2005 agenda, Copy of the Classification Plan, copy of a memo from Linda Fersch regarding the opinion from Clemens and Nelson regarding awarding the current Pickerington Auxiliary Police Officer additional points, copy of the Police Officer eligibility list, a copy of the Public Safety Dispatcher eligibility list, a copy of the Classification Plan and a copy of letter to Brianne Dresisbach.
4. Staff Report: Linda Fersch stated that the City is going to review the Employees Manual and have it updated. Linda stated that the City is going to contract with an Attorney that practices Employment Law to update our employee manual. Linda also stated that the manual has not been updated for approximately ten years. She said that here have been sections that have been revised but the manual has not been update as a whole. Mr. Farrell asked if there has been a proposed time line established. Linda said she should know more by the end of November. Susan Sheikh has completed the Classification Plan and a copy was given to each PAB member. Mr. Farrell asked if the board was going to have a role in the updating of the employee manual. Linda Fersch stated that comments would be accepted by the board because the employee manual is for non-union employees only but the union does refer to our manual for different reasons. For instance, if a question or situation was to arise and it is not covered by the union contract then the union will abide by what is stated in our Employee Relations Manual.
A. Public Safety Dispatcher 1
1. Update: Linda Fersch stated that the City had to hire from below the top six candidates that were previously certified due to some of the top six was not interested at this time but would like to remain on the eligibility list. Linda said that the City recently had a part time employee from this department resign so the City went to the next candidate on the list and that person was hired to fill the vacancy.
B. Police Officer:
Update: Linda stated that the board requested her to obtain a legal opinion regarding the awarding of the additional five points for being a Pickerington Auxiliary Police Officer. She gave each board member a copy of her memo stating her conversation with Clemens and Nelson that making a motion after the fact would not be a good thing to do. She did advise Clemens and Nelson that if we were to award these additional five points it would not influence who the top six candidates were it would just rearrange the order. Clemens and Nelson did state that the Board could in the future pass a resolution to set criteria for awarding such additional points. Linda stated that the Pickerington Auxiliary Officers was advised by the Chief of Police that they would be given the additional five points if they were to apply for a permanent full time position in the future. Ms. Hymes stated she felt the board should use the list without the additional points since there currently is not a formal record for awarding the points. Mr. Farrell said that he disagrees because the Police Chief had told the Auxiliary Officers over a year ago that they would be given an additional five points for already being a Pickerington Auxiliary Officer and he feels that the board should honor the Chief’s word. Ms. Hymes motioned to accept the current list “as is” without the additional points for Pickerington Auxiliary Officer. Mr. Farrell seconded the motion. Mr. Sells voted yea, Ms. Hymes voted yea, and Mr. Farrell voted nay. Motion passed 2-1. After the final vote Linda distributed copies of the list of candidates without the additional Auxiliary points to the board to certify.
Mr. Farrell made a motion to certify the list of twelve candidates for Police Officer. Mr. Sells seconded the motion. Motion passed unanimously.
Mr. Sells made a motion to certify the top six candidates for Police Officer. Ms. Hymes seconded the motion. Motion passed unanimously. List will be valid from 10/25/05 –
10-25-07.
C. Public Safety Dispatcher 2
1. Update: This is a promotional position for a Dispatcher 1. There is currently no update as we are not hiring for this position at this time. However the item will remain on the agenda.
D. Planner 1
1. Update: Linda Fersch stated that the City has narrowed the search down to two candidates and the City Manager and the Planning and Zoning Director should be able to make a final decision before the next PAB meeting.
5. Other Business
Next meeting is scheduled for November 22, 2005 at 6:00 p.m.
Adjournment: Motion was made by Mr. Farrell and was seconded by Mr. Sells. Meeting adjourned at 6:45 p.m.
