PERSONNEL APPEALS BOARD

SPECIAL MEETING

TUESDAY, JANUARY 10, 2006

6:00 P.M.

 

 

1.                  ROLL CALL: Mr. Farrell called the meeting to order at 6:00 pm.  Roll call was taken with Mr. Farrell, Marvin Sells and Jacqueline Hymes present.  No members were absent.  Others present were; Linda Fersch, Molly Schwartz and Steve Carr.

 

2.                  SCHEDULED MATTERS:

 

A.        Request for motion to advertise for two part-time Administrative Assistant/Recreation Coordinator for the Parks and Recreation Department. All members were given a copy of the Position Description.  Mr. Carr had prepared a document which read:

 

Essential Physical, Mental and Perceptional Elements:

 

The Administrative Assistant/Recreation Coordinator shall have the ability to lift, walk, run, jump and generally traverse over all types of surfaces and terrains.  The position requires that the individual effectively interact with the public and personnel, and maintain sufficient ability to read, write, hear, and articulate the English language.

 

Ms. Hymes questioned the wording used in the Essential Physical, Mental and Perceptional Elements category.  Ms. Hymes asked Mr. Carr if it was necessary for a person applying for this position to be able to walk, run or jump.  Mr. Farrell and Mr. Sells agreed. Mr. Carr stated it was not necessary for someone applying for this position to be able to walk, run or jump.   All of the board members agree the sentence should be deleted.  Ms. Hymes also asked if it was necessary for an applicant to be able to hear.  Mr. Carr stated that 85% of the position deals with answering the telephone so he feels an applicant should be able to hear.  Ms. Hymes asked if the City was TTY (Text Telephone Yoke) capable.  Ms. Fersch stated if the City were to hire someone with a hearing disability then the City would purchase such a device.  The board concluded the category should read “The Position requires that the individual effectively interact with the public and personnel, and maintain sufficient ability to articulate the English language”. Mr. Sells moved to approve the changes made to the Essential Physical, Mental and Perceptional Elements category; Mr. Farrell seconded the motion. Ms. Hymes, Mr. Farrell and Mr. Sells voted “Aye” motion carried 3-0

 

 

 

 

 

 

 

B.          Review and request for motion to establish criteria for the grading of

Administrative Assistant/Recreation Coordinator position.  The board agreed for the Mr. Carr should change the categories under training/experience on the questionnaire with the following computer software to read:  Word Processing Software and Desktop Publishing Software.  Mr. Carr should also change the last category to read “Please list and explain any work experience in any of the following related fields: recreation, physical education, communications, journalism, public relations, marketing or related fields. 

 

Mr. Farrell moved to approve Parks and Recreation Department Administrative Assistant/Recreation Coordinator Questionnaire; Ms. Hymes seconded the motion.  Mr. Farrell, Mr. Sells and Ms. Hymes voted “Aye” Motion carried 3-0.

Mr. Sells moved to approve the scoring sheet for the Parks and Recreation Department Administrative Assistant/Recreation Coordinator; Mr. Farrell seconded the motion.  Mr. Farrell, Mr. Sells and Ms. Hymes voted “Aye” Motion carried 3-0.

 

 

 

 

 

 

 

Next meeting is scheduled for January 31, 2006 at 6:00 p.m.

 

Adjournment:  Mr. Farrell moved to adjourn; Ms. Hymes seconded the motion. Mr. Sells, Mr. Farrell and Ms. Hymes voted “Aye” Motion carried 3-0.  The Personnel Appeals Board meeting adjourned at 7:20 pm, January 10, 2006.
