TREE COMMISSION

WEDNESDAY, JANUARY 11, 2006

 

REGULAR MEETING

5:30 P.M.

 

  1. ROLL CALL.  Mr. Goodrich called the meeting to order at 5:30 P.M., with roll call as follows:  Mr. Goodrich, Mr. Malone, and Ms. Carter were present; Ms. Hurley and Ms. Milnor were absent.  Others present:  Ed Drobina, Gregg Ellis, Diana Fuller and three high school students.

 

  1. APPROVAL OF MINUTES of December 14, 2005, Regular Meeting.  Mr. Malone moved to approve; Ms. Carter seconded the motion.  Mr. Goodrich, Mr. Malone, and Ms. Carter voted “Aye.”  Motion carried, 3-0.

 

  1. ORGANIZATIONAL MEETING.

Mr. Malone moved to nominate Mr. Goodrich as Chairman; Ms. Carter seconded the motion.  Mr. Goodrich, Mr. Malone, and Ms. Carter voted “Aye.”  Motion carried, 3-0.

 

Mr. Malone moved to nominate Ms. Carter as Vice Chairman; Mr. Goodrich seconded the motion.  Mr. Goodrich, Mr. Malone, and Ms. Carter voted “Aye.”  Motion carried, 3-0.

 

Mr. Malone moved to keep the meeting day and time the same; Ms. Carter seconded the motion.  Mr. Goodrich, Mr. Malone, and Ms. Carter voted “Aye.”  Motion carried, 3-0.

 

4.   COMMUNITY COMMENTS.  No community comments.

 

      5.   REPORTS.   

A.                 Street Tree Report

Mr. Goodrich asked Mr. Ellis if he had time to look at the trees by Violet Cemetery.  Mr. Ellis stated that the Sugar Maple tree is not the City’s but he would prune it if he had Mr. Drobina’s approval.  Mr. Goodrich asked where the city was regarding ordering trees for the Spring planting.  Mr. Ellis stated that at the end of January he would assess what they needed and would order the trees no later than the end of February. 

 

Mr. Malone asked where the newly planted trees referenced in the tree report were planted?  Mr. Ellis stated they were all for new developments. 

 

Mr. Malone asked how much money was used for contractual services in 2005.  Mr. Drobina stated that an estimate back in September was 11,000.00.  Mr. Drobina stated he would get the exact number for the next meeting.  Mr. Goodrich asked which account the contractor who planted the trees was paid from.  Mr. Drobina stated he was paid out the new trees account.

Mr. Goodrich asked if council has approved the condos called Sycamore Creek Church?  Mr. Drobina stated he believes that has gone through all 3 readings at council.  Mr. Drobina stated that the city would not have to plant trees because it would all be considered private property.

 

6.   SCHEDULED MATTERS.

            A.        Tree Preservation Update

Mr. Malone stated there has been not been much activity in the last couple of months.

 

B.        Arboretum.

Mr. Ellis stated he has some tree name tags that he needs to post down there.

 

  1. COMMUNICATION

 

Mr. Malone asked about the Tree Maintenance report and whether it had been reduced and put on the website yet?  Mr. Drobina stated that it has not been put on the website yet.  Mr. Goodrich asked if the report was for Spring planting only?  Mr. Ellis stated that it is tree maintenance information for year round.

 

8.   OTHER BUSINESS

 

Mr. Drobina stated that the plastic strips hanging from the trees that a young lady from last months meeting asked about are there to deter deer. 

 

Ms. Carter asked about the Home Maintenance Ordinance and the fact that it contains language that a certain amount of trees have to be planted.  Ms. Carter asked if the developer’s would discuss with the City where the trees should be planted.  Mr. Ellis stated that if it is within the right-of-way we would have a say on the spacing of the trees and what type of trees will go in.  Mr. Ellis stated if it is in on private property we don’t have a say. 

 

Mr. Drobina stated that we received an address change from Ms. Milnor and that she now permanently resides in Marietta, Ohio so will not be able to continue to serve on the Tree Commission.   Mr. Malone stated maybe we would create some sort of an honorary position because Ms. Milnor is the founding member of the Tree Commission member since 1993.  Mr. Malone asked if we have to take formal action to do this.  Mr. Drobina stated he would ask Service Committee to find out what action needs to be taken.

 


     9.    ADJOURNMENT

            Their being nothing further, Mr. Goodrich moved to adjourn, Mr. Malone seconded the motion.  Mr. Goodrich, Mr. Malone, and Ms. Carter voted “Aye.”  Motion carried, 3-0.  The Tree Commission adjourned at 5:48 P.M. on January 11, 2006.
