2. APPROVAL OF MINUTES FROM August 28 Regular Meeting.
Ms. Green moved to approve. Seconded by Ms. Hammond. Mr. Boetcher, Ms. Green, and Ms. Hammond voted to approve. Motion carried 3-0.
3. COMMUNITY COMMENTS.none
4. PARK DEVELOPMENT/IMPROVEMENT PROJECTS.
A. Master Plan. Mr. Carr stated that he is preparing a short form of the Master Plan for Board members, It will focus on recommendations by John Edsall, who prepared the plan. The summary form will be sent to members in the next packet. Ms. Green asked if the dollar figure for the proposed project has been pared to reflect the budget. Mr. Carr explained that it is tied to projected impact fees for the next 20 years. Ms. Green asked if all parts of the plan could be completed. Mr. Carr answered that if the funding mechanisms remain consistent, the bulk of the project will be funded. Ms. Green then asked about project priorities. Mr. Carr responded that CIP will identify 5-year projects, He added that the Safety Committee wants only impact fees to complete the various components, and they have urged that the community parks receive top priority.
B. TENNIS COURTS UPDATE. Mr. Carr explained that the tennis courts at Sycamore Park are completed. The only remaining item in the area is to replace three park benches outside of the court area.
C. JOINT PARK DISTRICT. Nothing to report.
D. NATURE WORKS Update. Disc Golf Course: Mr. Carr related that the disc golf course has been pushed back to the spring of 2007. Meanwhile, the city has selected another site for the new water tower, meaning that work on the new entrance to the course off of Rt. 256 can proceed.
5. RECREATION AND OTHER EVENTS. Mr. Carr explained about “Make NOYS,” an event sanctioned by the National Organization for Youth Safety, which will occur in Victory Park on Saturday, October 28. It is an initiative of the Kiwanis Club. The Parks and Recreation Department will cooperate with the Club in putting on the event, which will include food, a Battle of the Bands, and several other activities for young people. The city’s Halloween event will be called “The Haunted Village, and will occur on October 30. Parks and Recreation Coordinator Don Ross will chair the event, which will include hayrides, Mad Science booths, food, and ghost tours—which will match up with local history. The hours will be 6:30-9 pm. The OPVBA will partner with the department to present the program. Mr. Carr explained that there will now be four annual events in which the P & R department will share responsibility with the OPVBA: the Health Fair, the Arts Festival, the Jazz & Ribfest, and the Halloween event.
6. OTHER BUSINESS. Mr. Boetcher announced that October 31 has been chosen as the date for Trick or Treat night in Pickerington. He also mentioned that the next Board meeting will be October 23; October has five Mondays, so he suspected that there might be some confusion.
7. ADJOURNMENT. Ms Green moved to adjourn. Seconded by Ms. Hammond.
