PERSONNEL APPEALS BOARD

SPECIAL MEETING

TUESDAY, OCTOBER 24, 2006

6:00 P.M.

 

 

1.         Roll Call: Mr. Sells called the meeting to order at 6:05 P.M. with the following members present: Mr. Wagner, Mr. Sells and Jacqueline Hymes (arrived at 6:10 p.m.). Others present were: Linda Fersch, Molly Schwartz, Tim Hansely (arrived at 6:07 p.m.) and two students from Pickerington North High School.

 

 

2.         Approval of Minutes:

 

A.     Motion to approve August 22, 2006 Regular Meeting Minutes was made by Mr. Sells.  Mr. Wagner seconded the motion.  Roll call was taken with Mr. Sells and Mr. Wagner voting “yea”.  Motion passed 2-0.

 

B.     Motion to approve September 21, 2006 Special Meeting Minutes was made by Mr. Wagner.  Mr. Sells seconded the motion.  Roll call was taken with Mr. Sells and Mr. Wagner voting “yea”.  Motion passed 2-0.

 

 

3.         Employee/Community Comments: None

 

 

4.         Secretary’s Report: Mr. Wagner listed the items in the packet which were: copy of August 22, 2006 Regular Meeting Minutes, copy of September 21, 2006 Special Meeting Minutes, copy of position description, Official Employment Notice, Questionnaire Scoring Sheet, Questionnaire for Code Enforcement Officer,  copy of a memo from Linda to the PAB Member regarding the Police Safety Dispatcher Eligibility List, copy of the Police Safety Dispatcher Eligibility List and a copy of an email from Angie Fenner to Chief Taylor, Linda Fersch and Commander Portier with regards to a list of scheduled interviews for the vacant Police Officer position. 

 

 

5.         Staff Report

 

A.            Employee Manual-Linda state Clemens and Nelson has prepared a preliminary draft of the updated Employee Manual. 

 

 

 

 

 

 

 

 

6.         Employment

 

A.     Review and request motion to approve job description for Code Enforcement Officer-Linda stated Tim Hansley the City’s Economic Development Director revised the current job description. Tim stated the changes he made would reflect a higher range of duties.  Tim explained to the board the City presently is using one of the Building Inspectors to fill this position.  This person works a few days a week as a Building Inspector and a couple days a week as a Code Enforcement Officer and the City would like to get it back to a full time status position.  Linda stated she had told Tim he should state how many pounds this person would need to be able to lift.  Mr. Wagner stated he thought that would be a good suggestion for protection from an ADA or FMLA kind of situation.  Mr. Wagner said you also need to be careful about listing any requirements that would preclude female applicants and those kinds of things.  Linda stated she did not think there was anything listed that would preclude a female applicant.  Tim stated removing signs from the right of ways is the most physical routine job duty this person would be doing.  Ms. Hymes stated she was trying to tie together the running and jumping with the other physical job duties.  She asked Tim if someone that was confined to a wheelchair could not apply for this job.  Tim stated he would say probably not because this person would be accessing job sites that might be of ruff terrain or steep slopes.  Motion to approve job description for Code Enforcement Officer was made by Mr. Wagner. Mr. Sells seconded the motion. Roll call was taken with Mr. Wagner, Ms. Hymes and Mr. Sells voting “yea”. Motion passed 3-0.

 

 

B.     Motion to approve questionnaire for grading Code Enforcement Officer- Ms. Hymes asked Tim under the section of education where it asks the applicant to “list all courses completed that relate directly to this position” exactly what is he looking for and how is the board going to differentiate between this.  Tim stated they would be able to determine this by looking at it.  For instance, if the applicant took a course in residential house construction or they have two year degree in Code Enforcement. The board accepted his answer. Linda requested the board to add a question to the questionnaire.  Linda stated she would like have the first question to read have you served in the military so she would be able to award the additional five points for military service. The board members stated that would be fine with them. Motion to approve questionnaire for grading Code Enforcement Officer as amended was made by Mr. Wagner.  Ms. Hymes seconded the motion. Roll call was taken with Ms. Hymes, Mr. Wagner and Mr. Sells voting “yea”. Motion passed 3-0.

 

 

 

C.     Motion to approve scoring criteria for Code Enforcement Officer-  Linda stated for computer experience there really are not any questions related to that except report writing.  Ms. Hymes asked Tim if he was looking for example Microsoft Word software.  Tim stated not necessarily but maybe we could offer extra points or it would be considered an added plus if they had computer experience. He said he was mainly looking for report filing and record keeping.  Ms. Hymes asked in regards to question 1 under the work experience section would Tim prefer to have someone with both phone and face to face experience or one or the other.  Tim stated it would actually be both due to the fact this person would have contact with residents outside the building without a phone.  Ms. Hymes suggested Tim may want to emphasize the word “and” so the applicants will understand the question better.  Ms. Hymes asked if the question on the scoring sheet should read Experience dealing with customers and public face to face and by phone.  Tim agreed it should probably then read the same way as on the questionnaire sheet.  Ms. Hymes then asked Tim when the board grades the applicants for this question how does he prefer them to be graded.  For example should they get some points or no points if they only have phone experience?  Tim stated if the applicant has only one experience either phone or face to face then they should maybe get half credit, but if they have both they should get the maximum amount of points. Mr. Wagner asked about question 2 in the section under work experience. Mr. Wager stated in previous scoring sheets for other positions they decided to add the word “concurrently” when asking about multiple projects. Linda stated they would make this amendment to the scoring sheet and questionnaire. Tim complemented the City of Pickerington and the board’s hiring process.  He stated in his past experience most City’s he has been employed by in the past does not have a system like this where you have a form like this so you can weigh the interview yourself.  Ms. Hymes asked if Tim could possibly narrow down the question regarding experience with county, state, federal, city, village or township government.  Discussion between the board members ensued.  Tim stated he was mainly looking for some separation.  Linda stated they were looking more for someone that understood the bureaucracy of government.  Tim agreed by saying for instance someone used the culture of government by dealing with the public verses someone who is used to the private sector.  Tim stated he would prefer to keep them separate on the scoring sheet.  Ms. Hymes asked how is the board to determine how many points to award the applicant.  Tim stated if an applicant had county experience they would receive 10 points and if they also had city experience they would get an additional 10 points.  Tim stated it would be on the burden of the applicant to be specific. Motion to approve scoring criteria for Code Enforcement Officer as amended was made by Mr. Wagner.  Ms. Hymes seconded the motion.  Roll call was taken with Mr. Sells, Mr. Wagner and Ms. Hymes voting “yea”.  Motion passed 3-0.

 

 

D.     Review and request motion to approve recertification of the eligibility list for Dispatcher 1-Linda stated the current list expired in July 2006.  Linda said Chief Dispatcher Carolyn Sharp contacted her and requested her to contact the applicants to see if any of them were still interested in employment with the City of Pickerington for this position.  Linda attempted to contact each applicant by sending a letter and by telephone.  Linda said out of 53 applicants 16 of them would like to remain on the list.  She is asking the board to recertify the expired list since there are still applicants interested in employment with the City.  Motion to recertify the eligibility list for Dispatcher 1 to be valid until July 26, 2007 was made by Mr. Hymes.  Mr. Wagner seconded the motion.  Roll call was taken with Mr. Sells, Mr. Wagner and Ms. Hymes voting “yea”.  Motion passed 3-0.

 

 

7.           Eligibility Lists

 

A.     Police Officer-Linda stated Officer Eric Wilson has resigned from the Police Department.  She said Chief Taylor has interviewed Bradley Frost, Thomas Gary, Ibrahim Haroon, Robert Gaines, Thomas Romine and Christopher Felton for the vacant position. 

 

B.     Public Safety Dispatcher 2-Linda said Chief Dispatcher Carolyn Sharp has selected Amanda Smith to fill this position. 

 

C.     Utilities Billing Clerk-Linda stated Sharon Leasure was selected to fill this position. 

 

8.         Other Business-None

 

9.         Adjournment- There being nothing further, Ms. Hymes moved to adjourn; Mr. Wagner seconded the motion. Roll call was taken with Ms. Hymes, Mr. Sells and Mr. Wagner voting “yea”. Motion passed 3-0. The Personnel Appeals Board adjourned at 6:43 P.M., October 24, 2006.
