2. APPROVAL OF MINUTES FROM OCTOBER 23 REGULAR MEETING. Ms.
Hammond moved to approve, seconded by Ms. Green. Ms. Green, Ms. Hammond,
and Mr. Frazier voted to approve. Motion
carried 3-0.
3. COMMUNITY COMMENTS. None
4. PARK DEVELOPMENT/IMPROVEMENT PROJECTS.
A.
MASTER PLAN. There was nothing to report.
B. JOINT PARK DISTRICT. Nothing new to report.
C. NATURE WORKS UPDATE.
1. DISC GOLF COURSE. Nothing new to report.
5. FACILITY USE DISCUSSION. Mr. Carr reviewed the circumstances related to the use of the city’s ball parks and soccer fields by outside groups, and reminded the Board that the current focus is to come up with an equitable plan. He informed that Thunder Soccer, baseball organizations, PYAA, and others will be consulted before January so that the Parks Board will have input by those who have requested usage, or may in the future.
Mr. Frazier said that the entire board should be present before a vote is taken on a recommendation.

Mr. Frazier presented his thoughts on the matter. He feels that the order of priority should be 1. Parks & Recreation programs 2. groups who serve the community 3. groups who offer recreational programs to the community
He added that he feels that travel teams do not serve the community well, and that a consideration for priority rank should be the percentage of team membership from Pickerington.
He suggested a ranking order for the Board to consider before the January discussion:
1. Groups with kids all of whom reside within the city limits
2. Groups with kids, all of whom attend Pickerington Schools
3. Groups with at least 75% membership from the schools
4. Select teams with a high percentage of Pickerington membership
5. Select teams with a moderate to low Pickerington membership
Ms. Green asked if there is currently much competition for field use. Mr. Frazier and Mr. Carr enumerated groups and teams who have utilized the fields, or who may have an interest in the near future.
Mr. Carr explained that current use is by PYSAA. The PYSAA does allow out-of-school players in its leagues.
He continued that Parks and Recreation has historically sustained a mutually productive relationship with both PASA and PYSAA. Until recently, they were the “only game in town,” as relates to field usage. There is every reason to expect more applicants soon, based on indications from the summer of 2006.
Mr. Carr then mentioned that the goal from the Parks and Recreation Board in the matter is to provide a consensus, keeping in mind that the first priority is to serve the citizens who pay the taxes.
6. RECREATION AND EVENTS. Mr. Carr explained that the latest class brochures would be mailed in December, and that registration by residents would begin December 18. Non-residents will begin registering on December 20. The brochure contains both winter and spring class offerings, which will extend until the end of May
He then listed the upcoming holiday events involving the Parks and Recreation Department. Those include Letters to Santa, the city hall Mitten Tree, and the Breakfast With Santa event on December 16— co-sponsored by the Senior Citizens.
7. OTHER BUSINESS. Ms. Hammond moved that the December Board meeting be cancelled, due to the holidays. Ms. Green seconded. Ms. Green, Ms. Hammond, Mr. Frazier all aye. Motion passed 3-0
8. ADJOURNMENT. Ms. Hammond moved for adjournment. Ms. Green seconded.
ALL AYE. The meeting was adjourned by Mr. Frazier at 8:08 pm.
