PERSONNEL APPEALS BOARD
REGULAR MEETING
TUESDAY, JANUARY
23, 2007
6:00 P.M.
1. Roll Call: Mr. Sells called the meeting to order at 6:00 P.M. with the following members present: Mr. Wagner, Mr. Sells and Jacqueline Hymes. Others present were: Linda Fersch, Steve Carr (Director of Parks and Recreation) and Molly Schwartz.
2. Approval of Minutes:
A.
Motion
to approve November 28, 2006 Regular Meeting Minutes was made by Ms. Hymes. Mr. Wagner
seconded the motion. Roll call was taken
with Mr. Sells, Ms. Hymes and Mr. Wagner voting
“yea”. Motion passed 3-0.
3. Employee/Community
Comments: None
5. Staff Report
A. Employee Manual-Linda stated Clemens and Nelson have over half of the manual completed. She said she and Judy (City Manager) needed to start the budget process and as soon as they are done with the budget then they will be reviewing the manual for any changes. Mr. Wagner asked if Clemens and Nelson will do this in a legislative form and Linda stated “yes” the changes would be made in a legislative form.
6. Employment
A.
Motion to
approve job description for Administrative Clerk I for Parks and Recreation
Department- Linda introduced Steve Carr (Director of Parks and Recreation)
to the board. She said they worked
together to create the job description in front of them. Steve provided the board with a background of
the changes in his department which took place about a year ago. He stated he had a full-time Administrative
Assistant which left the City to pursue a new

job opportunity
elsewhere. Steve said he decided to take
the position and split it into two part-time positions. He stated the City was able to hire two very
diversified people with well rounded backgrounds. Steve said it has worked out very well, but
now he is running into problems needing a part-time Administrative Clerk to handle
general office duties. He said even after hiring this third position the City
is still saving money by hiring three part-time positions compared to the one
full-time position. Linda asked the board to review the job description in
front of them. Upon the board review the
job description Linda asked if they had any questions or concerns. The board members said they did not have any
questions or concerns. Motion to approve
job description for Administrative Clerk I for Parks and Recreation Department
was made by Mr. Wagner. Mr. Sells seconded the motion. Roll call was taken with
Ms. Hymes, Mr. Sells and Mr. Wagner voting “yea”.
Motion passed 3-0.
B. Motion to approve questionnaire for Administrative Clerk I for Parks and Recreation Department – Steve said he would prefer candidates to have some computer experience. Mr. Wagner asked if this person would be working more hours in the summer season and fewer hours in the winter season. Steve said not really because the Parks and Recreation Department offers a variety of programs throughout the whole year. Ms. Hymes said when she is grading the section regarding education she has a hard time when you have a candidate list their classes and for her to determine which classes are significant to this position. She said an example would be when the questionnaire asks the candidate to list “business related courses” and the candidate writes down all the courses they have completed whether if it is business related or not. She states if is hard for her to then determine how many “points” to give the candidate. Steve stated he could see where this could get confusing. Mr. Wagner asked if Steve is looking for more cognitive skills for instance math and English verses accounting. Steve stated anything additional like accounting would be a plus. Linda stated since this is more of a basic position so maybe Steve should rethink how he has worded the “Education” section. Steve said he felt if some one had completed a couple of years of college this would show a person who might be more trainable and have more ability to learn as a whole. Mr. Wagner agreed with Steve and added this candidate may have taken a couple of courses or seminars in customer service. Linda mentioned courses offered by Keystone which the City has sent our receptionists to for customer service training would be something to compare this to. Mr. Wagner agreed. Steve stated he has no problem with the board using their discretion in determining if a candidate will get “points” for the courses and education they list on the questionnaire.

Ms. Hymes asked under the education section where it asks the candidate to “list all secretarial, computer or other courses completed that relate directly to this position if they should assume anything that is related secretarial and computer skills. Linda suggested changing it to state “list all secretarial, computer, accounting or communication courses completed that relate directly to this position but are not associated with a degree. The board unanimously agreed. Ms. Hymes inquired about the Related Work Experience section. She asked if Linda was going to add space so a candidate could list where they received their experience from. Linda stated Steve was listing how many years of experience a candidate had. Linda asked Ms. Hymes if she would prefer to know where they received their experience. Ms. Hymes said yes she would like this to be added. Linda said she would add “list Employer” under each sub section under Related Work Experience. Motion to approve questionnaire as amended for Administrative Clerk I for Parks and Recreation Department was made by Mr. Wagner. Ms. Hymes seconded the motion. Roll call was taken with Mr. Wagner, Ms. Hymes and Mr. Sells voting “yea”. Motion passed 3-0.
C.
Motion to
approve Scoring Sheet for Administrative Clerk I for Parks and Recreation
Department- Ms. Hymes questioned Steve regarding
the scoring sheet under the Education/Training section. She stated it reads ten points maximum for an
Associate Degree -OR-or two or more years of college -OR- significant position
related courses completed. Ms. Hymes asked Steve how
many points should be award a candidate with only a High School Diploma or GED.
Steve stated those candidates would get zero points. Linda stated a High School
Diploma or GED was the minimum requirement.
Ms. Hymes asked if the Military points were
ten points. Linda stated Military Service is only five points. Ms. Hymes asked if
the board is supposed to award a certain amount of points for an Associate Degree
and so on. Linda stated Steve and her
discussed this with Judy (City Manager) if a candidate had an Associate Degree
they would get five points, for two or more years of college they would get
five points and for significant position related courses completed they would
get five points. Linda said this
position is a basic/entry level position they do not want this person to get to
bored. Ms. Hymes stated if this was such a
basic/entry level position then why is a having a degree so weighted. Linda said maybe the board should change the
amount of points given for each item.
Linda asked Steve if it was the original intention to award each
candidate ten points if they had any portion of education. Steve stated that was his feeling about the
points. Linda advised the board if a
candidate has one or more of these types of education then they are to be
awarded ten points. Ms. Hymes asked if a candidate
had an Associate Degree they would get ten points and a person with a High
School Diploma or GED would get zero points and so the candidate with a degree
would have a ten

points lead over
the candidate with a High School Diploma or GED. Steve stated that was correct. Ms. Hymes suggested
giving a candidate with course work experience fewer points than someone with a
degree. Steve asked if it would be to
confusing to give up to five points for course work depending upon how many
courses taken and an additional five points for either an Associates Degree or
two or more years of college. Linda stated if they have a degree they will
received five points, if they have two or more years of college they will
receive five points and five points for any courses completed. Mr. Wagner
stated they have to remember for an Associate Degree or two or more years of
college a person going straight through will have taken two years of three
quarters with four courses per quarter. He stated to make if fair someone with
just course related work would have to have completed two or three courses to
receive one point. Ms. Hymes asked if someone could get credit for course up to
ten points. Linda suggested if they
should do something more tiered for instance if someone did not have an Associate Degree or two or more years of college,
but they did have a High School Diploma or GED and significant course work then
award them five points. Linda said for
those who have an Associate Degree or two or more years of college and also has
significant course work they would receive a total of ten points. Mr. Wagner
agreed with Linda. Motion to approve Scoring Sheet as amended for Administrative Clerk I
for Parks and Recreation Department was made by Mr. Wagner. Mr. Sells seconded the motion. Roll call was
taken with Ms. Hymes, Mr. Wagner and Mr. Sells voting
“yea”. Motion passed 3-0.
D. Motion to approve advertising for Administrative Clerk I for Parks and Recreation Department- Motion to approve advertising for Administrative Clerk I for Parks and Recreation Department was made by Mr. Sells. Mr. Wagner seconded the motion. Roll call was taken with Mr. Sells, Mr. Wagner and Ms. Hymes voting “yea”. Motion passed 3-0.
7. Eligibility Lists
A. Police Officer-Linda stated Officer Ibrahim Haroon has accepted the City’s offer of full time employment as a Police Officer. Linda also advised the board Officer Haroon was previously employed by the Licking County Sheriff’s Department. She said his first day of employment with the City was January 8, 2007.
B. Public Safety Dispatcher-Linda advised the board Davita Willis has accepted a part-time Public Safety Dispatcher position with the City. Linda stated she was previously employed as a Public Safety Dispatcher with the Fairfield County Sheriff’s Department.

C. Code Enforcement Officer-Linda stated Danny Mahaffey has accepted the City’s offer for this position. Linda said his first day was January 8, 2007. She also commended the board for a job well done during their grading process for this position.

9. Adjournment- There being nothing further, Ms. Hymes moved to adjourn; Mr. Wagner seconded the motion. Roll call was taken with Mr. Sells, Mr. Wagner and Ms. Hymes voting “yea”. Motion passed 3-0. The Personnel Appeals Board adjourned at 6:35 P.M., January 23, 2007.
