PERSONNEL APPEALS BOARD
REGULAR MEETING
TUESDAY, FEBRUARY 27, 2007
6:00 P.M.
1. Roll Call: Ms. Hymes called the meeting to order at 6:03 p.m. with the following members present: Mr. Wagner, Mr. Sells and Ms. Hymes. Others present were: Linda Fersch and Stacey Bashore.
Mrs. Fersch noted that Mr. Sells appointment expired on February 20th and his re-appointment will not take effect until March 22, 2007. She stated, therefore, Mr. Sells would not participate in any votes this evening.
2. Approval of Minutes:
A. APPROVAL OF MINUTES of January 23, 2007 Regular Meeting.
Ms. Hymes moved to approve; Mr. Wagner seconded the Motion. Roll call was taken with Ms. Hymes and Mr. Wagner voting "Yea." Motion passed, 2-0.
3. Employee/Community Comments: None
4. Secretary's Report- Mr. Wagner stated the two issues to be discussed are the creation of eligibility lists and Rule 15 regarding a Leave of Absence.
5. Staff Report
A. Employee Manual- Mrs. Fersch stated that she and the City Manager met with Clemens Nelson to finish reviewing the Manual. She further stated Clemens Nelson is in the process of making the revisions and hopefully we will have a draft to review next month.
B. Revision of PAB Rules- Mrs. Fersch stated we signed a contract with Clemens Nelson and they will be going over the Rules and Resolutions and will be putting something together for us to review. Mr. Wagner asked if the Board would be able to see the revisions before we met and Mrs. Fersch stated she hoped to get it out ahead of time so Board members have the opportunity to review it.
6. Employment
A. Motion to certify top six candidates for
Administrative Clerk I for Parks and Recreation Department- Mrs. Fersch stated there were 54 applicants for this position and
there were several ties. She further
stated the top six people were as follows:
Doug Jenkins, Donna Mason, Kathryn Wood, Kendra Crago, Krista Tuttle,
Florian Scherpf and these would be the people we would be interviewing. Mr. Wagner moved to certify top six candidates
for Administrative Clerk I for Parks and Recreation Department; Ms. Hymes
seconded the motion. Roll call was
taken with Mr. Wagner and Ms. Hymes
voting "Yea." Motion passed,
2-0.
B. Motion to certify eligibility list for Administrative Clerk I for Parks
Recreation Department- Mrs.
Fersch stated she needed a motion to certify the total eligibility list in case someone would not be interested
in the position. Mr. Wagner moved to certify the eligibility list for Administrative
Clerk I for Parks and Recreation; Ms. Hymes seconded the motion. Roll
call was taken with Mr. Wagner and Ms. Hymes voting "Yea." Motion passed, 2-0.
C. Motion to approve an Employee's request for one year leave of
absence- Mrs. Fersch stated she would request this be removed from the agenda as it is no longer necessary at this time. Ms. Hymes stated this item would be removed from the agenda.
7. Eligibility Lists- Mrs. Fersch stated the Police and Dispatchers will have to test this Spring to create new lists.
8. Other Business- Mr. Wagner had a question about Military Experience and whether a civilian employee of DCSC would be eligible for the Military Credit. Mrs. Fersch read the rules for the Military Credit and stated the applicant would need an acceptable form of discharge papers from the military. The Board reviewed the application in question and Mrs. Fersch stated she would need to look at it and would update the list accordingly.
9. Adjournment- There being nothing further, Ms. Hymes moved to adjourn; Mr. Wagner seconded the motion. Mr. Wagner and Ms. Hymes voted "Aye." Motion carried 2-0. The Personnel Appeals Board adjourned at 6:13 P.M., February 27, 2007.
