PERSONNEL APPEALS BOARD
REGULAR MEETING
TUESDAY, APRIL 24, 2007
6:00 P.M.
1. Roll Call: Mr. Sells called the meeting to order at 6:04 p.m. with the following members present: Mr. Wagner, Mr. Sells. Ms. Hymes arrived after roll call at 6:10 p.m. Others present were: Linda Fersch, Ed Drobina and Stacey Bashore.
2. Approval of Minutes:
A. APPROVAL OF MINUTES of March 27, 2007 Regular Meeting. Ms. Wagner moved to approve; Mr. Sells seconded the Motion. Roll call was taken with Mr. Wagner and Mr. Sells voting "Yea." Motion passed, 2-0.
3. Employee/Community Comments: None
4. Secretary's Report- Mr. Wagner stated there were three items to review being the position description of the Service Worker, Grading and the Questionnaire for such position.
5. Staff Report
A. Employee Manual- Mrs. Fersch stated that the employee manual has been sent with changes to Clemens Nelson and they are revising it and should be done by next week. She stated that we will e-mail it to everyone and they will show bullet points to reflect major changes in the manual. She stated that the Unions will be looking at it as well and some of the monetary recommendations could be changed when the Finance Committee looks at them.
B. Revision of PAB Rules- Mrs. Fersch stated the changes to the rules have been started. She stated we have been doing a survey of other communities that have a Manager type government to see how their Civil Service boards are conducted. She stated she had checked with a couple of Cities and they just handle grievances and not the HR functions. Mrs. Fersch stated once the rules are together they would be emailed to the Board and then Mark Lucas would review the changes with the Board. She stated this will be kept on the agenda and we will be reviewing it in the next couple of months. Mr. Wagner asked which Cities were being surveyed and Mrs. Fersch stated we are looking at Dublin, Worthington, Westerville. She added we are looking at having the City Manager and HR Personnel go over the Civil Service details and the Board would still go over the Classifications.
6. Personnel Action
A. Service Worker/PM-Review and approval of
questionnaire and grading- Mrs. Fersch
introduced Ed Drobina and stated this position has not been filled since last June
because we wanted to see if it was really needed. She stated in the meantime our Fleet
Maintenance person has retired and we have been analyzing the Fleet Maintenance
fund. She stated we will be doing a test
run for the next year to see if we can save money by not having a fleet
maintenance department. Mrs. Fersch
stated we were thinking that the service worker could help with the minor
things such as oil changes and replacing windshield wipers or doing an inventory
when the vehicles need a standard maintenance.
She stated they would need to do some clerical type things as far as
inventory. Mrs. Fersch stated we updated
the position description and title. Mr.
Drobina stated that this person would be responsible to make sure that the
vehicles get their oil changed and may take the vehicle to get it done. Mr. Wagner clarified that this person
wouldn't actually change the oil or the wipers.
Mr. Drobina answered not necessarily because they probably will, but
some of the other people can do that, but this person would be responsible for
making sure each truck gets the oil changed at the right time. He further stated this person would be more
flexible to do other things as well.
Mrs. Fersch stated the other workers are listed as service technicians and
they coordinate between water and sewer.
She stated we have put together, based on prior years, a questionnaire
and reviewed it with the Board. Mr.
Wagner asked where in the position description was the ability to do the minor
vehicle repair or coordination of regularly schedule maintenance repair and
Mrs. Fersch stated it was under Required Knowledge, but we will also put that
under work examples. Mr. Drobina clarified that it should say perform and
coordinate not or. Ms. Hymes moved to approve Questionnaire, Score Sheet and Position
Description for the Service Worker/PM position; Mr. Wagner seconded the
motion. Roll call was taken with Mr.
Sells, Ms. Hymes and Mr. Wagner voting "Yea." Motion
passed, 3-0.
Ms. Hymes moved to approve advertising for the Service Worker/PM
position; Mr. Wagner seconded the motion.
Roll call was taken with Mr. Sells, Mr. Wagner and Ms. Hymes voting
"Yea." Motion passed, 3-0.
7. Eligibility Lists
A. Public Safety Dispatcher-Update- Mrs. Fersch stated we are going to proceed with the advertising in the local papers and we may be putting it in the Dispatch and we are scheduling the testing for June 9th at the Senior Center. She stated there will also be some audio with the test. Mrs. Fersch stated we will be charging $10.00 for the test.
8. Other Business- Mrs. Fersch requested that the May 22nd meeting be rescheduled to May 30th and the Board agreed.
9. Adjournment- There being nothing further, Ms. Hymes moved to adjourn; Mr. Wagner seconded the motion. Mr. Sells, Mr. Wagner and Ms. Hymes voted "Aye." Motion carried 3-0. The Personnel Appeals Board adjourned at 6:22 P.M., April 24, 2007.
