PERSONNEL APPEALS BOARD

CITY HALL, 100 LOCKVILLE ROAD

REGULAR MEETING

6:00 P.M.

1. Roll Call- Mr. Sells called the meeting to order at 6:05 p.m. with the following members present: Mr. Wagner and Mr. Sells. Ms. Hymes arrived after meeting was adjourned. Others present were: Linda Fersch and Stacey Bashore.

 2. APPROVAL OF MINUTES OF April 24, 2007, Regular Meeting. Mr. Wagner moved to approve; Mr. Sell seconded the Motion. Roll call was taken with Mr. Wagner and Mr. Sells voting "Yea." Motion passed, 2-0.

3. EMPLOYEE/COMMUNITY COMMENTS- None

4. SECRETARY’S REPORT- Mr. Wagner stated there were several items to review including updates on the Employee Manual and Revision of PAB Rules and certification of eligibility lists.

5. STAFF REPORT

A. Employee Manual – Update Mrs. Fersch stated that the Board received

a copy of the rough draft of the manual to review and make comments. She further stated that the Union and FOP representatives will be receiving them this week for comments. Mrs. Fersch stated if everything is fine with the manual, it could go to Finance this month for their comments. She stated that some of the things in here could still change such as benefits.

B. Revision of PAB Rules - Update Mrs. Fersch stated there hasn't been

anymore work done it because we have been tied up with our yearly audit. She stated that we need to get back with Clemens Nelson on how the surrounding communities that have a City Manager handle the PAB.

6. PERSONNEL ACTION

A. Service Worker/PM-

(1) Motion to certify Eligibility List- Mrs. Fersch stated this required a motion to certify the list for the position. Mr. Wagner moved to approve Certification of Eligibility List; Mr. Sells seconded the motion. Roll call was taken with Mr. Sell and Mr. Wagner voting "Yea." Motion passed, 2-0.

(2) Motion to certify top six qualified candidates- Mrs. Fersch stated this required a motion to certify the top six candidates for the Service Worker/PM position. Mr. Wagner moved to approve Certification of the top six candidates for the Service Worker/PM position; Mr. Sells seconded the motion. Roll call was taken with Mr. Wagner and Mr. Sells voting "Yea." Motion passed, 2-0.

7. ELIGIBILITY LISTS

A. Public Safety Dispatcher-Update Mrs. Fersch stated the test for the Public Safety Dispatcher will be given on Saturday, June 9th at 9:00 a.m. at the Senior Center. She informed the Board that a full time dispatcher recently resigned and a part-time dispatcher moved into that position. She further stated there will be a part-time position needing to be filled from this eligibility list and she hoped to have that done at the June meeting.

8. OTHER BUSINESS- None

9. ADJOURNMENT: There being nothing further, Mr. Wagner moved to adjourn; Mr. Sells seconded the motion. Mr. Sells and Mr. Wagner voted "Aye." Motion carried 2-0. The Personnel Appeals Board adjourned at 6:10 p.m.
