REGULAR MEETING

6:00 P.M.

 

 

1.               Roll Call- Mr. Sells called the meeting to order at 6:13 p.m. with the following members present: Mr. Wagner, Ms. Hymes and Mr. Sells.  Others present were: Linda Fersch and Stacey Bashore.

 

 2.             APPROVAL OF MINUTES OF April 24, 2007, Regular Meeting. Mr. Wagner moved to approve; Mr. Sell seconded the Motion.  Roll call was taken with Mr. Wagner and Mr. Sells voting "Yea." Motion passed, 2-0.

 

3.               EMPLOYEE/COMMUNITY COMMENTS- None

 

4.               SECRETARY’S REPORT- Mr. Wagner stated there were several items to review including certification of eligibility lists for Safety Dispatcher, Service Worker Update and Police Officer Application and Testing Process.

 

5.               STAFF REPORT

 

A.          Employee Manual – Update  Mrs. Fersch stated she had received

changes from Mr. Sells and asked Mr. Wagner to share his comments.  Mr. Wagner stated there were a couple of things that may conflict with where the law is concerned.  Mrs. Fersch stated she made note of those items and the draft had also been given to the Union Representatives a copy of the rough draft of the manual to review and make comments.  She further stated that the Union and FOP representatives will be receiving them this week for review.  She further stated that it will also be discussed at a Council meeting in August.  Ms. Hymes stated she would be e-mailing the policies the State uses so the City could review them and extract what they needed.

 

B.      Revision of PAB Rules - Update  Mrs. Fersch stated they are still being worked on.  She stated that we surveyed other Cities that have City Managers and a lot of them have their PAB for grievances only.  She stated that our goal is to have this completed before the end of the year.

                   

 

 

 

6.               ELIGIBILITY LISTS

 

                        A.        Motion to certify top six qualified candidates for Public Safety Dispatcher-  Mrs. Fersch stated that the test was given on June 9th and this was the first time they had given an audio portion with the test.  She stated they separated the audio scores out to see how effective the testing was and it seemed like it worked very well.  Mrs. Fersch stated we had 29 people sign up and 28 took the test.  She stated the test scores were based on a combination of Military Credit, the written test and the audio.  Mrs. Fersch stated if any of the top six are not interested they go down the list.  She stated there is a part-time vacancy at this time and the applicants were notified of this at the time of testing.  Ms. Hymes asked how the audio scores were factored in and Mrs. Fersch stated the test was based on 100 questions with 20 of those questions being audio.  Mr. Wagner moved to Certify the top six qualified candidates for Public Safety Dispatcher; Ms. Hymes seconded the motion.   Roll call was taken with Mr. Sells, Ms. Hymes, and Mr. Wagner voting "Yea."  Motion passed, 3-0.

 

                        B.         Motion to certify eligibility list for Public Safety Dispatcher-  Mrs. Fersch stated that this would be for the total list and this list would be in affect for one year.  She stated that if there were any Dispatcher vacancies we would go to this list.  Ms. Hymes moved to certify the eligibility list for Public Safety Dispatcher,  Mr. Wagner seconded the motion.  Roll call was taken with Mr. Sells, Mr. Wagner, and Ms. Hymes voting "Yea."  Motion passed, 3-0. 

 

                        C.        Service Worker Update-  Mrs. Fersch stated that we offered the position to Peter Boyle and we are currently doing the physical and background checks.  She stated he will be starting on July 16th.

 

                        D.        Police Officer- Motion to proceed with application and testing process for establishing a new eligibility list- Mrs. Fersch stated that our current eligibility list expires July 26th.  She stated that we have no positions open at this point, but we need to have a current list.  Mrs. Fersch stated we have not set a testing date, but we need the approval to go ahead.  She stated the same company that did the Dispatcher testing has an audio and a visual tape for Police testing.  She further stated that the Police Chief and his Commanders reviewed it and thought it would be very good for the test.  Mrs. Fersch stated the fee will be $10.00 for the test and we have already had a lot of people inquiring about Police testing.  She stated that our goal would be to have the test sometime in September.  Mrs. Fersch stated she would have to check into whether the list would be in affect for two years or not.  Mr. Wagner moved to proceed with advertising for Police Testing; Ms. Hymes seconded the motion.  Roll call was taken with Ms. Hymes, Mr. Sells and Mr. Wagner voting "Yea."  Motion passed, 3-0.

 

7.              OTHER BUSINESS- None

 

 

 

8.       ADJOURNMENT:  There being nothing further, Ms. Hymes moved to adjourn; Mr. Wagner seconded the motion.  Mr. Sells, Ms. Hymes and Mr. Wagner voted "Aye."  Motion carried 3-0.  The Personnel Appeals Board adjourned at 6:25 p.m. on June 26, 2007.
