REGULAR MEETING
1. ROLL CALL. Mr. Sabatino called the meeting to order at 7:32 P.M. with Mr. Sabatino, Mrs. Riggs, Mr. Wisniewski, and Mrs. Hammond present. There were no members absent. Others present were: Chief Mike Taylor, Steve Carr, Ed Drobina, Brenda VanCleave, Paul Lane, Stacey Bashore, and others.
2. APPROVAL OF MINUTES OF JULY 9, 2007, Regular Meeting. Mrs. Riggs moved to approve; Mr. Wisniewski seconded the motion. Roll call was taken with Mr. Wisniewski, Mrs. Hammond, Mrs. Riggs and Mr. Sabatino voting "Yea." Motion passed, 4-0.
3. COMMUNITY COMMENTS. There were none.
4. COMMUNITY SAFETY CONCERNS: Mr. Wisniewski stated that he received some concerns regarding not having street lights in older subdivisions. He requested that staff gather some estimates and costs. Mr. Drobina asked if there was a particular area and Mr. Wisniewski stated it was for Shadow Oaks.
5. DEPARTMENT REPORTS
A. Parks and Recreation:
(1) Director's Report- Mr. Carr stated that he had submitted a written report and would be happy to answer any questions. He stated that the Simsbury Park entrance and parking lot project started on Monday, July 30th and on Tuesday the 31st, the contractors encountered unexpected fill where the roadway would go. He further stated that Stilson is evaluating that situation and will hopefully have a recommendation tomorrow. Mr. Wisniewski asked for clarification on unexpected fill and Mr. Carr stated that we have some sand in the roadway and if it is shifting it can be a problem with the road base. He further stated at our insistence there were core samples done. Ms. VanCleave stated that Stilson designed according to what was found in the core samples report. She further stated that borings can be random, so the inspector had the contractor do test pits and encountered more fill material.
Mr. Carr stated he would like to highlight the upcoming Arts Festival and would also like to applaud Fiona Spears as the chair for this festival. He stated this will be another quality two day event for the community. Mr. Carr stated the streets will be closed, but not overnight. He further stated that the vendors will be setting up in the parking spaces and we have made arrangements with a scouting troop to patrol the area. He added that the troop will be in contact with the Police Department if there are any issues.
B. Building Regulations Department:
(1) Building Department Report (Mr. Lane) Mr. Lane stated he provided a written report and would be happy to answer any questions. He pointed out the total to date for impact fees were roughly $390,000 and so far this year we have had 93 residential plan approvals.
(2) Chief Building Official's Report (Mr. Stacy) Mr. Lane stated that Mr. Stacy had provided a written report and in his absence he would be happy to answer any questions. He stated that he hoped that all three of the Notices of Violation that were in Mr. Stacy's report would be resolved within the next report.
C. Service Department:
(1) Traffic Engineer.
a. Review and discussion regarding crash data at the intersections of CrossCreeks Blvd. and S.R. 256, Birchwood and S.R. 256, Stonecreek Dr., N and S.R. 256, and Postage Drive and S.R. 256. Ms. VanCleave stated she would be happy to answer any questions on her report and Mr. Sabatino asked for a review of the report. Ms. VanCleave stated that a report on traffic counts on S.R. 256 was requested and that we show on the report by direction which way each car was turning. She stated that these were done in May of 2005. She further stated we gathered the crash data as well and they represent three years worth of data. Chief Taylor stated he had not received any complaints about the Crosscreeks/S.R. 256 intersection recently. Mr. Sabatino asked about the detector on this intersection and Ms. VanCleave stated we were waiting on a recommendation from Safety Committee. She further stated we were waiting on whether you want us to move the detector from third vehicle to first vehicle. Ms. VanCleave stated that anything we do as far as allowing more left turns will take away from main stream S.R. 256. Mr. Sabatino asked if it had been reported that the detector had not been working and Ms. VanCleave clarified that it has been fixed. Mr. Sabatino requested that this item be left on the agenda and see if there are any comments in the next couple of months.
6. POLICE:
A. Chief's Report- Chief Taylor stated he had provided a written report and wanted to point out that there were only two arrests for the Violet Festival, but there were many more possible fights that could have taken place had we not been present. Mr. Wisniewski asked if we got any information from the people who were causing trouble as to where they were from and Chief Taylor stated there were a lot of out of town people. Mrs. Riggs asked how many people were there on Saturday night and Mr. Carr stated he had heard 20,000. Chief Taylor stated it got to the point that if something really bad would have happened we would have had to stand by and watch. Mr. Wisniewski stated that we need to keep in mind that it creates a serious safety issue and if we are going to have events that have the potential for something serious occurring we need to make sure that we are staffed appropriately. Mrs. Riggs asked if there was back-up with the Sheriff's Department and Chief Taylor stated we always have mutual aid compacts, but it would be difficult to get reinforcements there in time. Mr. Wisniewski requested that the Chief report at the next Safety Committee meeting on what the appropriate staffing would be for an event that large, based on what other communities do. Mrs. Hammond stated that she thought the festival was unprepared for that many people and from that standpoint it took everybody by surprise. Mr. Wisniewski asked what was normally put in the Police Department's budget for overtime on the event and Chief Taylor stated it ran about $7,000 and we normally only budget for $5,000.
7. CODE ENFORCEMENT:
A. Litter Control Project and Clean Up Day-Update Mr. Sabatino stated that the City Manager had been coordinating with Jeff Moneybrake on this project. He stated that he spoke with Mr. Moneybrake and informed him that the Safety committee would continue this item onto next month's agenda so he could be there.
8. CHAIRMAN: No report.
9. OTHER BUSINESS: Mr. Carr reminded the Committee that the next regularly scheduled meeting would be on Labor Day. Mr. Sabatino requested that the next meeting be rescheduled to Monday, September 10th.
10. ADJOURNMENT. There being nothing further, Mr. Wisniewski moved to adjourn; Mrs. Hammond seconded the motion. Mr. Sabatino, Mr. Wisniewski, Mrs. Riggs and Mrs. Hammond voted "Aye." Motion carried 4-0. The Safety Committee adjourned at 7:59 P.M on August 6, 2007.
