7:30 P.M.
1. ROLL CALL. Ms. Green called the meeting to order at 7:37 P.M. Roll call was taken with Ms. Green, Mr. Boetcher, and Mr. Pawlowski present. Mr. Frazier and Ms. Hammond were absent. Others present were: Steve Carr and Krista Tuttle.
2. APPROVAL OF
MINUTES OF June 25, 2007, Regular Meeting.
Mr. Pawlowski moved to approve; Mr. Boetcher seconded the
motion. Mr. Pawlowski, Ms. Green, and Mr. Boetcher
voted “Aye.” Motion carried, 3-0.
3. COMMUNITY COMMENTS. None.
4. PARK DEVELOPMENT / IMPROVEMENT PROJECTS.
A. Joint Park District - Update: Mr. Carr reported that the Joint Park District is currently on hold. Mr. Pawlowski brought up several ideas about raising the awareness of the public. One suggestion was to form a “Friends of the Park” group for fund raising. Mr. Pawlowski also requested a possible work session with the Parks and Recreation staff to brainstorm ideas on a Joint Park District. Mr. Carr explained the importance of approaching the right entity, school district vs. township, with the idea of a Joint District to ensure success. Also, Mr. Carr reminded the board of the importance of going to the voters at the right time to ensure passage of a bond issue to fund a Joint Park District.
B. Nature Works – Disc Golf Course – Update: The tee pads and baskets are installed. Some trees and grass will be planted to complete the landscaping. Mr. Carr will submit the grant paperwork to the State for reimbursement.
C. Simsbury Park Entrance/Parking Lot – Update: Work on the parking lot continues as scheduled.
5. REVIEW NEW FACILITY USE POLICY. Ms. Green asked about field usage. Mr. Carr said the department was able to accommodate most everyone, but the insurance requirement did deter some. The fields are still being used on a “drop in” basis.
6. RECREATION AND EVENTS. Mr. Carr updated the Board on the summer program. 134 kids were enrolled in the Summer Playground program. The evening swimming lessons were sold out and Tween Swim Nights were a hit. The Giant Eagle Summer Concert Series and the Friday Flicks continue with steady attendance. The July 4th parade and events went well. The Parks and Recreation staff is currently working on the fall programs with a projected mailing date of August 17, 2007.
7. OTHER BUSINESS. The Board inquired about the efforts to minimize the noise at the skate park and Mr. Carr reported that the noise abatement improvements have stop due to current litigation against the City of Pickerington. Mr. Boetcher asked why the playground equipment was removed from Sycamore Park. Mr. Carr explained that the equipment had become an attractive nuisance and because of the location the staff could not maintain a safety surface. The equipment will be replaced using the income from impact fees. Mr. Carr reported the playground project at Victory Park is due next spring. The project will replace equipment and expand the playground. Mr. Pawlowski suggested using more signage in the parks to remind would be vandals of their own (or their parent’s) financial investment in the parks.
8. ADJOURNMENT. There being nothing further, Mr. Boetcher moved to adjourn; Mr. Pawloski seconded the motion. Ms. Green, Mr. Boetcher, and Mr. Pawlowski voted “Aye.” Motion carried, 3-0. The Parks and Recreation Board meeting adjourned at 8:16 P.M., July 23, 2007.
