REGULAR MEETING
 7:30 P.M.

 

1.         ROLL CALL.  Ms. Hammond called the meeting to order at 7:35 P.M.  Roll call was taken with Ms. Green, Ms. Hammond, and Mr. Pawlowski present.  Mr. Frazier and Mr. Boetcher were absent.  Others present were: Steve Carr and Krista Tuttle.

 

2.         APPROVAL OF MINUTES OF August 27, 2007, Regular Meeting.  Ms. Green moved to approve; Mr. Pawlowski seconded the motion.   Ms. Green, Ms. Hammond and Mr. Pawlowski voted “Aye.”  Motion carried, 3-0.

 

3.         COMMUNITY COMMENTS.  None. 

 

4.         PARK DEVELOPMENT / IMPROVEMENT PROJECTS. 

 

A.     Disc Golf Course – Update - Mr. Carr reported that volunteers were clearing fairways at the course and grass seeding will begin when the hot weather breaks.  Mr. Pawlowski asked about the volunteers.  Mr. Carr answered the Columbus Flyers members were volunteering.  The Columbus Flyers are the organization that helped design the course.    

 

B.     Simsbury Park Entrance/Parking Lot – Update:  Blacktopping will begin this week.  Base work to stabilize the soil was done today.  Mr. Carr reported that there were two cost overruns.  1)  The delay caused by the water tower painting.  Mr. Carr will ask for reimbursement from the water fund to recover that loss.  2)  Unstable soil on the site was discovered by the contractor during a routine soil boring test and the cost to stabilize the soil was $10,000. 

 

5.         RECREATION AND EVENTS.  Mr. Carr reported to the board on the arts festival.  Mr. Carr complimented Fiona Spears on her excellent job of organizing and running the festival.  Fiona is currently surveying the art vendors to see what they liked about the festival and where we need make improvements and/or changes. OPVBA, the partner for the festival, has decided not to participate next year.  OPVBA is partnering with Parks and Recreation on the Haunted Village scheduled for October 30th.

 

 

 

 

Ghost tours, a “Haunted” House, a Mad Science interactive booth and other events are planned.  Mr. Carr stated that the adult basketball and volleyball information will be mailed out this week.   

 

6.         JOINT PARK DISTRICT DISCUSSION.  Mr. Carr passed out copies of selected sections of Ohio Revised Code Section 755 and local area tax tables to the board members for their review.  Mr. Carr then outlined the process for creating a joint park district.  Mr. Carr asked if the board would like to take a position  on establishing a joint park district.  If so, he explained the board’s next step is drafting and submitting a position paper to the Safety Committee.  Ms. Green asked for information regarding revenue and operating expenses of communities similar in size to Pickerington that have recreation centers for review at the next scheduled board meeting. 

 

7.         OTHER BUSINESS.  Mr. Pawlowski asked if the Parks and Recreation Department was involved with the City Cleanup Day.  Mr. Carr told him the department was not involved.  Mr. Pawlowski suggested the department get involved with a state or national group to organize a cleanup day in the parks.   Mr. Carr suggested working with the boy scouts on the idea and Ms. Green agreed that it could be a good opportunity for scout trying to achieve Eagle Scout status.  Mr. Pawlowski said he would research state/national groups and report to the board at the next meeting.  Mr. Carr reminded the board that the next meeting was scheduled for October 22, 2007. 

           

8.         ADJOURNMENT.  There being nothing further, Ms. Green moved to adjourn; Mr. Pawlowski seconded the motion.  Ms. Green, Ms. Hammond and Mr. Pawlowski voted “Aye.”  Motion carried, 3-0.  The Parks and Recreation Board meeting adjourned at 8:35 P.M., September 24, 2007.
