SAFETY COMMITTEE OF COUNCIL

REGULAR MEETING
1. ROLL CALL. Mr. Sabatino called the meeting to order at 7:31P.M. with Mr. Sabatino, Mr. Wisniewski, and Mrs. Hammond present. Mrs. Riggs was absent due to a work obligation. Others present were: Judy Gilleland, Chief Taylor, Steve Carr, Paul Lane, Mike Stacy, Stacey Bashore, Carol Carter, and others.
2. APPROVAL OF MINUTES OF November 5, 2007, Regular Meeting. Mr. Wisniewski moved to approve; Mrs. Hammond seconded the motion. Roll call was taken with Mrs. Hammond, Mr. Wisniewski, and Mr. Sabatino voting "Yea." Motion passed, 3-0.
3. COMMUNITY COMMENTS. Carol Carter introduced herself and stated there was a concern brought to her attention regarding junior high students walking to school next year from her neighborhood. She stated there are no sidewalks on the City side of Opportunity Way and there are no school or crosswalk markings. Ms Carter stated people are coming off of U.S. 33 and there are no speed limit signs on Pickerington Road outside of Pickerington. She stated that these children will be walking down that road and taking the short cut through the park. Ms Carter asked that the school and the city work together to make some kind of markings to try to make people slow down. She stated they would do anything to make it safer for the kids. Ms Gilleland stated she would have a staff person call and get the specifics so we can get to work on it. Mrs. Hammond stated she did drive that section of road and there are no indications that there may be kids out there. Mr. Sabatino stated that if it was a speed concern the Chief could enforce it as well.
4. COMMUNITY SAFETY CONCERNS: There were none.
5. DEPARTMENT REPORTS
A. Parks and Recreation:
(1) Director's Report- Mr. Carr stated he had provided a written report and would answer any questions. Mr. Carr further stated we had a fire at the lower level shelter at Sycamore Park and he would estimate it to be around $2,000 worth of damage. He stated someone had set a plastic trash can on fire and the Fire Chief indicated it could have been someone throwing a lit cigarette in it or someone intentionally setting it. Mr. Carr stated that we have the structure boarded up and we will be meeting with a contractor and get an insurance claim on it.
B. Code Enforcement: No report.
C. Building Regulations Department:
(1) Building Department Report (Mr. Lane) Mr. Lane stated he had provided a written report and would answer any questions. Mr. Lane reported that we have $614,000 in impact fees of which $179,000 is commercial and $434,000 is residential. He stated that this year we are at 118 residential permits and is almost 100 less than we were last year at this time. Mr. Sabatino asked where the impact fees put us in terms of what we had projected for this year. Ms Gilleland stated we are around $400,000 short of our projections and we revised our residential permits to 120 or 125, so we might make that.
(2) Chief Building Official's Report (Mr. Stacy) Mr. Stacy stated he had provided a written report and would be happy to answer any questions. Mr. Wisniewski asked if the BIA was upset about the new radon requirements and Ms Gilleland stated that we hadn't heard about anything. Mr. Stacy stated it is more cost effective to put the passive system provisions in during construction.
Mr. Sabatino presented a Certificate of Recognition to Mike Stacy for his service as Chief Building Official.
6. POLICE:
A. Chief's Report- Chief Taylor stated he had provided a written report and would be happy to answer any questions. Mr. Wisniewski requested that the Chief work on a newsletter for citizens to update them on safety related issues and to remind them to keep their doors locked and lights on. Mr. Wisniewski suggested sending it out with the water bills and Mr. Sabatino suggested sending it out sometime in the spring.
7. CHAIRMAN: Mr. Sabatino stated that we received a notice from the Ohio Department of Liquor Control regarding current liquor permits and Chief Taylor stated there were no issues with any of them at this time. Mr. Sabatino stated that all of the licenses cycle at the same time so they can be dealt with at one time.
8. OTHER BUSINESS: No other business was discussed.
9. ADJOURNMENT. There being nothing further, Mr. Wisniewski moved to adjourn; Mrs. Hammond seconded the motion. Mr. Sabatino, Mr. Wisniewski, and Mrs. Hammond voted "Aye." Motion carried 3-0. The Safety Committee adjourned at 7:52 P.M on December 3, 2007.
