PERSONNEL APPEALS BOARD

CITY HALL, 100 LOCKVILLE ROAD

THURSDAY, FEBRUARY 21, 2008

 

REGULAR MEETING

6:00 P.M.

 

 

1.         ROLL CALL- Mr. Wagner called the meeting to order at 6:02 p.m. with the following members present: Mrs. Dunn and Mr. Wagner.  Mr. Sells was absent due to illness. Others present were: Linda Fersch, Stacey Bashore and Mark Lucas.

 

2.         APPROVAL OF MINUTES OF January 22, 2008, Regular Meeting- Mrs. Dunn moved to approve; Mr. Wagner seconded the motion.  Roll call was taken with Mr. Wagner and Mrs. Dunn voting "Yea." Motion passed, 2-0.

 

4.         EMPLOYEE/COMMUNITY COMMENTS- None

 

5.         PERSONNEL DIRECTOR REPORT

 

            A.        Personnel Appeals Board Regulations-Update Mrs. Fersch introduced Mark Lucas from Clemens Nelson and stated he would be reviewing the changes with the Board.  Mr. Lucas gave an overview of how Clemens Nelson works with cities to update their rules and regulations to include State statutes.  Mr. Wagner asked when the City would like to have this completed and Mrs. Fersch stated we would like to have it done by summer.  Mrs. Dunn requested a bullet point list that shows how the changes relate to HB 124 and to show which changes are dictated by statutes.   Mr. Lucas stated he could provide one.   Mr. Wagner requested a list to show how many employees are not covered by a bargaining unit vs. the employees that are. The Board agreed to review the changes and be ready to discuss them at the March 20th meeting.  

             

6.         PERSONNEL ACTION- None

 

7.         ELIGIBILITY LISTS- None

 

8.         OTHER BUSINESS- Mrs. Fersch stated that the City will be purchasing the swimming pool and she will be bringing forward the list of seasonal employees to the Board at the next meeting.  She stated there would be 40 employees.  Mrs. Dunn asked how long the agreement was to continually maintain the same staff and Mrs. Fersch stated it was only for this year per the agreement. 

 

 

 

 

9.         ADJOURNMENT:  There being nothing further, Mr. Wagner moved to adjourn; Mrs. Dunn seconded the motion.  Mr. Wagner and Mrs. Dunn voted "Aye."  Motion carried 2-0.  The Personnel Appeals Board adjourned at 6:45 p.m. on February 21, 2008.
