REGULAR MEETING
7:30 P.M.
1. ROLL CALL. Mr. Frazier called the meeting to order at 7:32 P.M. Roll call was taken with Mr. Frazier, Ms. Green, Mr. Boetcher, and Mr. Pawlowski present. Ms. Hammond was absent. Others present were: Steve Carr and Tricia Sanders.
2. APPROVAL OF
MINUTES OF January 28, 2008, Regular Meeting.
Ms. Green moved to approve; Mr. Pawlowski
seconded the motion. Mr. Frazier, Ms. Green, Mr. Boetcher, and Mr. Pawlowski voted
“Aye.” Motion carried, 4-0.
3. COMMUNITY COMMENTS. None.
4. PARK DEVELOPMENT / IMPROVEMENT PROJECTS.
A. Swim Club Purchase – City Council had the first, second, and third readings (of RESOLUTION 2008-03R) on February 19, 2008 resolution creating an aquatic recreation fund. Motion passed, without emergency, 7-0. At the Finance Committee meeting on February 20, 2008 Mr. Carr distributed to the Committee a draft 2008 budget for the Aquatics Division. He stated the city is offering a 25 percent resident discount fee. He stated he is proposing that family membership for non-residents still be that $338.00 and a resident’s cost would be that $338 minus 25 percent. Mr. Carr stated no daily passes will be sold. Mr. Carr stated the city is reserving the right to offer multi-day passes or guest passes, and that decision will be made in the future. Mr. Carr reported there is an anticipated surplus of $74,000 that will be kept in the Aquatics Recreation Fund for the first year or two for any emergency repairs, etc. Mr. Carr stated at some point surplus funds can be transferred back to the recreation capital improvement fund.
B. Simsbury Disc Golf Course – Mr. Carr reported the course will open on or about 5/31/2008. The Columbus Flyer group is planning a tournament the 1st week of June. The group also plans to sponsor a free clinic to teach the sport to new “flyers”.
C. Victory Park Playground Improvements – Mr. Carr announced Mr. Paul Lane, from the Building Department, will help design the landscaping for the Victory Park Playground improvement. Playground equipment has already been purchased and the work will commence after the July 4th celebration.
5. RECREATION AND EVENTS. Mr. Carr reported that the staff has prepared the Spring-Summer 2008 brochure. The brochures will be mailed March 7, 2007 and will include some pool information and highlight the summer movies and concerts.
6. JOINT PARK DISTRICT DISCUSSION. Mr. Carr met with John Pysarchuk, Commissioner of the Pickerington Youth Athletic Association (PYAA). PYAA has expressed interest in a Joint Park District (JPD). PYAA is a private, volunteer, non-profit organization that sponsors many of the sports available to the youth of Pickerington and the Pickerington Local School District (PLSD). A local developer has offered 100 acres to PYAA and Pickerington Area Soccer Association (PASA) who need about half of the acreage leaving the rest available for a possible Park facility. At this time Councilperson Sanders discussed meeting with the superintendent of PLSD to discuss the formation of a JPD. Mr. Carr stated that the PLSD has a larger tax base than Violet Township and would be a natural partner for the JPD.
7. OTHER BUSINESS. Mr. Carr said the City is planning a spring clean-up day, in which the board may want to participate.
8. ADJOURNMENT. There being nothing further, Ms. Green moved to adjourn; Mr. Boetcher seconded the motion. Mr. Frazier, Ms. Green, Mr. Boetcher and Mr. Pawlowski voted “Aye.” Motion carried, 4-0. The Parks and Recreation Board meeting adjourned at 8:31 P.M., February 25, 2008.
