WORK SESSION
6:30 P.M.
Mr. Blake brought the work session to order at 6:35 p.m. with the following being present: Tricia Sanders, Brian Sauer, Lance Schultz, Joe Henderson, Stacey Bashore, Emily Crow, Doug Blake, Mayor Mike Ebert of Canal Winchester, Chris Strayer, Brian Bosch, and others.
Ms Emily Crow from McBride Dale Clarion gave a PowerPoint presentation on the Diley Road Corridor Plan (Attachment 1). She reviewed the target areas that were identified at the January work session. She reminded everyone that this was a long range concept plan. Mr. Blake asked what the property behind Drug Mart was zoned as and Mr. Schultz answered that the majority of it was zoned residential. Mrs. Sanders asked about the property at the corner of Windmiller Road and Diley Road and Mr. Schultz stated we have had conversations with them and they are considering zoning their property to commercial. Ms Crow pointed out the proposed bike trails and showed how they could potentially connect. Mr. Schultz stated that the City would work to consolidate curb cuts down the corridor per the access management plan. Ms Crow stated that it is hard to know what the market demand will actually be, so the language will need to be flexible to allow retail or office. She stated that the plan will have the guidelines in place to show what you want to go in and where. Ms Crow stated that as an appropriate transition from residential areas there could be more buffering requirements. Mr. Strayer suggested making it flexible enough to allow mixed use development in areas. Ms Crow stated that part of the challenge is whether the market will support all of the development. Mr. Schultz stated that the goal of the plan is to encourage development to come here, but to be flexible enough to have other type of uses on the sites. A resident raised a concern about Diley Road becoming the next Brice Road and Mr. Schultz stated that we have high quality development standards to help protect that from happening. Ms Crow stated that cluster housing or a possible senior home was suggested for the corner of Diley and Long Road. Mr. Blake asked if the church had been contacted and Mr. Schultz stated that he and the City Manager met with the Pastor and he indicated that they may consider development options. Ms Crow clarified that we are not suggesting that it should happen, but we wanted to look at it should the land be sold. Mr. Blake asked how many single family plats were approved in the City and Mr. Schultz stated that we are approximately at 1,000 with around 500 being on the Diley Road Corridor. Ms Crow reviewed the flood plain areas and the well head protection areas.
There being nothing further Mr. Blake closed the Work Session at 8:10 p.m. on April 3, 2008.
