1. ROLL CALL. Mrs. Hammond called the meeting to order at 7:30 P.M., with roll call as follows: Mr. Sabatino, Mrs. Hammond, Mr. Smith, Mr. Fix, Mr. Sauer, and Mrs. Sanders were present. Mr. Wisniewski was absent due to illness. Others present were Tim Hansley, Lynda Yartin, Linda Fersch, Chris Schornack, and others.
2. SCHEDULED MATTERS:
A. Review and request for motion to approve draft ordinance to authorize the City Manager to enter into a one-year contract with Delta Dental of Ohio for dental insurance for city employees. Mr. Smith moved to approve and forward to Council; Mr. Sauer seconded the motion. Mrs. Fersch stated the premium per subscriber increased from $67.72 per month to $73.39. Roll call was taken with Mrs. Hammond, Mr. Fix, Mr. Sabatino, Mr. Smith, Mr. Sauer, and Mrs. Sanders voting “Yea.” Motion passed, 6-0.
B. Review and request for motion to approve draft ordinance to authorize the City Manager to enter into a one-year contract with Medical Mutual of Ohio for health insurance for city employees. Mr. Smith moved to approve and forward to Council; Mr. Fix seconded the motion. Mrs. Fersch stated the increase was 13.8 percent and Exhibit ‘A’ to the ordinances shows what the premiums will be for employees. She stated the employee’s share is eight percent, however, the union employee’s by contract, capped their contribution at $55 for single and $110 for family coverage. She stated we are still offering the $250 per month or $3,000 per year to employees who do not take the City’s insurance. She stated the closest proposal to Medical Mutual was from Blue Cross Anthem, and that was a 15 percent increase and the plan was a lot different in some aspects. Mrs. Fersch stated Medical Mutual originally came in with an increase of 18 percent, but then revised it to the 13.8 percent. Mr. Sauer clarified that all nonunion employees will be required to use the Health Savings Account Plan. Mrs. Fersch further stated the City would be funding the HSA plans at $1,400 for single coverage and $2,800 for family coverage. Mr. Sauer further clarified that there are approximately three or four employees who do not subscribe to the City’s health insurance. He stated he felt the $250 per month they received seemed high to him. Mrs. Hammond clarified that these employees must show that they have health insurance through their spouse in order to qualify for this. Mrs. Fersch stated compared to what the City pays, which is between $12,000 and $14,000 for insurance the City saves more than the amount they are given. Mr. Sauer stated he would like to see this amount gradually lowered, and Mrs. Fersch stated if they have insurance with their spouse they may need to pay higher premiums and this amount helps defray that cost. He stated he would like to see this be at $125 per month as he thought that was reasonable, and while not eliminating it completely this would be more in line with what you would see other places. Mrs. Fersch stated if we lowered it, then those employees might take our insurance and that would then cost us $12,000 to $14,000 each. Mr. Fix stated we are talking about spending a few thousand to save several thousand. Mr. Hansley stated perhaps instead of lowering this for current employees, we should lower amount for new employees that do not take our insurance as they are hired in. Mr. Fix stated he thought that was a good compromise and Mr. Sauer stated he felt that was reasonable as well. Roll call was taken with Mr. Sauer, Mr. Fix, Mrs. Sanders, Mrs. Hammond, Mr. Smith, and Mr. Sabatino voting “Yea.” Motion passed, 6-0.
C. Review and request for motion to approve draft ordinances providing for issuance of not to exceed (1) $175,000 Park Land Acquisition Bond Anticipation Notes, (2) $180,000 Building Improvement Bond Anticipation Notes, (3) $1,500,000 Sanitary Sewer System Improvement Bond Anticipation Notes, (4) $2,000,000 Street Improvement Bond Anticipation Notes, (5) $2,200,000 Water System Improvement Bond Anticipation Notes, (6) $240,000 Police Building Bond Anticipation Notes, (7) $235,000 Traffic Signal Bond Anticipation Notes, (8) $375,000 Real Estate Acquisition Bond Anticipation Notes, (9) $625,000 Sanitary Sewer System Improvement Bond Anticipation Notes, and (10) $270,000 Street Improvement Bond Anticipation Notes. Mr. Smith moved to approve and forward to Council; Mr. Sauer seconded the motion. Mrs. Fersch stated these reflect minimal payments however if the income tax issue passes next week we can increase that amount. Roll call was taken with Mrs. Sanders, Mr. Sauer, Mrs. Hammond, Mr. Sabatino, Mr. Fix, and Mr. Smith voting “Yea.” Motion passed, 6-0.
D. Review and request for motion to approve draft ordinance consolidating up to ten bond anticipation note issues of the City of Pickerington, Ohio, into a consolidated note issue, and establishing the terms of such consolidated note issue. Mr. Smith moved to approve and forward to Council; Mr. Sauer seconded the motion. Mrs. Fersch stated this would allow the issues to be consolidated so we can get a better interest rate. Roll call was taken with Mrs. Hammond, Mr. Fix, Mr. Smith, Mr. Sabatino, Mrs. Sanders, and Mr. Sauer voting “Yea.” Motion passed, 6-0.
3. ADJOURNMENT. There being nothing further, Mr. Smith moved to adjourn; Mr. Sauer seconded the motion. Mrs. Hammond, Mr. Sauer, Mr. Sabatino, Mr. Smith, Mr. Fix, and Mrs. Sanders voted "Aye." Motion carried, 6-0. The Finance Committee Special Meeting adjourned at 7:40 P.M., October 29, 2008.
