PUBLIC HEARING

OPEN DISCUSSION REGARDING NATURAL GAS AGGREGATION PROGRAM

1.         Call to Order.  Mayor O’Brien opened Public Hearing at 7:00 P.M.

2.         Roll Call:  Roll call was taken with Mr. Fix, Mr. Smith, Mr. Sauer, Mrs. Hammond, Mr. Sabatino, Mr. Wisniewski, and Mayor O’Brien present.  Mrs. Sanders was absent.  Others present were:  Tim Hansley, Lynda Yartin, Greg Bachman, Chief Mike Taylor, Phil Hartmann, Tony Barletta, Deb Chuvala, Terry Walburn, and others.

3.      Purpose of the Public Hearing:  To allow citizens a chance to voice any concerns and/or questions about the operation and maintenance plan for the City’s Natural Gas Aggregation Program.

4.         Presentation to Council:

            A.        Ms Chuvala stated they have received a lot of positive feedback on the proposed program and will be providing more information once the legislation on tonight’s Council agenda is passed.

5.         Council Questions/Comments:  Mr. Smith clarified that Ms Chuvala has indicated the same price structure will be offered to residents of Violet Township.  Ms Chuvala stated that was correct, all they would have to do would be add them to the customer base.  She stated this would add to the Community Reinvolvement funds that they would give back to the City.

6.         Public Comments/Questions:  Mr. Walburn stated that he was surprised Ms Chuvala had received positive feedback as the individuals he has spoken to are confused about the program.  He stated he was not against the program, however, he was against the requirement that if a person does not wish to participate they have to fill out the form and send it in or they are automatically enrolled.  He stated he felt it should be the other way around, if they want to be enrolled they should fill out a form and send it in.  Mr. Walburn further stated he did not know if a contract had been presented to the City that the individuals would be signing, but he felt that should be presented prior to enrollment in case anyone has questions, and it should have been presented prior to any public hearings.

7.         Adjournment.  There being nothing further, Mayor O’Brien closed the public hearing at 7:08 P.M., July 21, 2009.

RESPECTFULLY SUBMITTED:                                ATTEST:
