EXPLANATION: Due to a computer glitch, the announced starting time was incorrectly listed in pre-meeting information as 7:30 pm. City staff, and board member Susan Green, showed up at the regular meeting time of 7:00 pm. It was assumed at 7:10 that no other members were going to show up, so the three left the meeting site. The other board members (Boetcher, Carter, Hammond, and Pawlowski) arrived later for the 7:30 meeting, and decided to proceed with the agenda, even without staff present, because they had a quorum. Eric Pawlowski supplied the minutes for the subsequent meeting.

WEDNESDAY, AUGUST 26, 2009
REGULAR MEETING
1. ROLL CALL. Ms. Hammond called meeting to order at 7:35 pm. Present were Mr. Boetcher, Ms. Carter, Ms. Hammond, and Mr. Pawlowski. Absent were Ms. Green and Ms. Sanders. Due to conflicting published meeting time, Parks & Recreation staff representatives were absent.
2. APPROVAL
OF JULY MINUTES. Mr. Pawlowski moved to accept the minutes of the July regular
meeting. Seconded by Mr. Boetcher. Ms. Carter
requested a correction of the Minutes. Section # 5, third paragraph: Ms. Linda Shelts of the tree commission made the comments regarding
the Arboretum, vandalism, and budget, not Ms. Carter as noted. Ms. Carter also
noted that the information regarding Tree Comission’s
budget is incorrect. Motion was amended to reflect corrections. Mr. Boetcher, Ms.
Carter, Ms. Hammond, and Mr. Pawlowski, all aye. The
motion passed 4-0.
3. COMMUNITY COMMENTS. No public present. Ms. Hammond opened discussion for comments heard in the community by Board Members. Mr. Pawlowski mentioned that the swings in lower Sycamore Creek Park are set extremely low. Ms. Carter said that she was impressed with the additional trash cans is Sycamore Creek Park. Summer Concert Series: Board opinion was that the season was a great success, with good attendance by community. Discussion ensued for possible future improvements. Ideas expressed were: Diversify bands to represent more musical spectrum; promote more local band/talent participation; recruit participation by community choir & band; incorporate concession sales; recruit transient food vendors (procedural concerns?). It is the advice of these Board members present that the Summer Concert Series strive to incorporate more diversity in band selection to attract different age-groups, including themes such as Country, Bluegrass, and Chamber music.
Ms. Carter questioned the policy regarding Pavilion use and reservation fees. Are all pavilions within the Parks under this policy, not just the two major shelters in Victory and Sycamore Creek? What is the maintenance status of the “secondary” pavilions? Are all pavilions and shelters being repaired, maintained and equipped equally to encourage use and fee generation?

COUNCIL REPRESENTATIVE’S REPORT: No report available due to absence.
5. BOARD DISCUSSION ITEMS.
Work session: Tree Commission has tentative dates available in October. Discussion deferred until September meeting.
6. OTHER BUSINESS. Results of Administrative Structure and Alignment: Is the Parks & Recreation department moving under the direction of the Service Manager?
Status of Victory Park “dirt pile”. Reports of trash and debris (re-bar, bottles, wire) incorporated within the dirt is a serious safety concern.
Status of Master Plan: Is the possibility of a Joint Parks District addressed in the Master Plan? What is the next priority addressed in the Plan?
7. ADJOURNMENT. Mr. Pawlowski moved to adjourn. Seconded by Ms. Carter. Ms. Hammond adjourned the meeting at 8:18 pm.
