REGULAR MEETING

7:30 P.M.

 

 

 

1.                  ROLL CALL.   Mr. Campbell called the meeting to order at 7:30 p.m. with roll call as follows:  Ms. Ball, Mr. Frazier, Mr. Campbell, Mr. Boetcher, and Ms. Riggs were present.  Mrs. Shankland  notified the clerk in advance of her absence. Others present were Frank Wiseman, Steve Carr and Sandy Whittington.

 

2.                  APPROVAL OF MINUTES of  August 25, 2003, Regular Meeting.  Ms. Riggs moved to approve; Mr. Frazier seconded the motion:  Ms. Ball, Mr. Boetcher, Mr. Frazier, and Mr. Campbell, Ms. Riggs voted  “Aye”.  Motion carried 5-0.

 

3.                  COMMUNITY COMMENTS. -  None

 

4.                  COUNCIL REPRESENTATIVE’S REPORT (Heidi Riggs) - None

 

 

5.                  PARKS DEVELOPMENT / IMPROVEMENT PROJECTS – ATTACHMENT I

A.     Skate park – Update – Mr. Carr stated in addition to his report,  the preconstruction meeting was held September 19.  Mr. Carr continued that the concrete pad should be completed by the end of October, and the modular equipment is scheduled to be shipped September 22.  Mr. Carr is also obtaining information on security cameras and fencing.  The board discussed the selection of the modular equipment.

 

B.     DeWolfe Property (Clean Ohio Conservation Grant project)  -  Mr. Joe Looby and Mr. Dale Casarick of R. D. Zande  provided a sketch of the property and updated the project. The board discussed the City’s commitment and the time frame for those commitments if the grant is approved.  The board was informed that grants are typically awarded on the 15th  and 30th of the month.

C.     Water Tower Property/Simsbury Park Improvements (Clean Ohio Conservation Program grant project)  -  Mr. Joe Looby and Mr. Dale Casarick of R. D. Zande updated the proposed bike path project.

D.     Sycamore Park Improvements

             (1)       Dam Repair (NatureWorks Grant Project) - Attachment I

 (2)       Park Improvements – Mr. Carr, Mr. Looby and Mr. Casarick  updated the  Federal Land and Water Conservation Fund grant application.

E.      Hickory Lakes (WWRSP)  -   Mr. Joe Looby and Mr. Dale Casarick of R. D. Zande updated the project.

F.      Handicap Garden  -  Mr. Joe Looby and Mr. Dale Casarick of R. D. Zande  updated the project.

G.     Parks Master Plan – Update – Attachment I

(1)   Parks Survey – Over 210 completed questionnaires have been returned to date.

a.             Columbus Residents – Tussing Elementary will distribute the questionnaires to students to take home to their parents.

b.            Township Resident – Mr. Carr stated that he’s drafting a letter, for the City Manager’s review, asking the Township Trustees if they would like to distribute our questionnaire toTownship residents (at their expense.)

 

6.                  RECREATION AND EVENTS

7.                  OTHER BUSINESS –

Mr. Wiseman stated that was attending the meeting at the request of Ms. Bushman, who was on vacation.  Mr. Wiseman noted that there is a new look to the agenda to keep the board better informed on the projects going on in the parks. 

Mr. Carr stated that he has requested information from the school on the Field House but has not yet received it, and that the Field House will not be opened to the public this year.  Mr. Carr stated that to date the only talks about the Parks Department taking over the Field House have been between he and Mr. Steman.  Mr. Carr continued that he will take the information to the Administration and Council when it is received.

8.                  ADJOURNMENT - There being nothing further, Ms. Riggs moved to           adjourn; Mr. Boetcher seconded the motion. The Meeting of the Parks & Recreation Board adjourned at 9:23 p.m., September 22, 2003
