PUBLIC HEARING

OPEN DISCUSSION REGARDING PROPOSED REZONING AND FINAL DEVELOPMENT PLAN FOR THE APPROXIMATE 16.06 ACRE EBRIGHT/HOMESTEAD PARCELS FROM R-4 (RESIDENTIAL) TO PC-3 (PLANNED COMMUNITY COMMERCIAL DISTRICT) FOR A 4 SEASONS SPORTS COMPLEX, OFFICE, AND RETAIL DEVELOPMENT

 

 

1.         Call to Order.  Mayor O’Brien opened Public Hearing at 7:11 P.M.

 

2.         Roll Call:  Roll call was taken with Mr. Barletta, Mrs. Hammond, Mr. Blair, Mr. Sauer, Mr. Fix, Mrs. Sanders, and Mayor O’Brien present.  Mr. Wisniewski was absent as he was out of the country.  Others present were:  Chief Mike Taylor, Lynda Yartin, Greg Bachman, Phil Hartmann, Ed Drobina, Chris Schornack, Lance Schultz, Jim Kopp, Nancy Ross, Tammy Osler, Patrice Hess, Kathy Smith, Nate Ellis, Carol Carter, Jim Ebright, Dick Brahm, Doug Matty, Melanie Wollenberg, and others. 

 

3.                   Purpose of the Public Hearing:  To allow citizens a chance to voice any concerns and/or questions regarding the proposed rezoning and Final Development Plan for the approximate 16.06 acre Ebright/Homestead parcels (#041-038-7100 and #041-038-7000) from R-4 (Residential) to PC-3 (Planned Community Commercial District) for a 4 Seasons Sports Complex, office, and retail development located at 1010 and 1040 Refugee Road. 

 

4.         Presentation to Council: 

 

            A.        Mr. Schultz stated the Planning and Zoning Commission reviewed and approved this proposed rezoning and Final Development Plan with 24 conditions on March 9, 2010, and Service Committee also reviewed and approved it with those same 24 conditions on March 17, 2010.  Mr. Schultz stated Mr. Schultz stated access to this site will be from Refugee Road at the Windmiller Drive traffic signal.  He stated the development was divided into two phases with phase one consisting of an approximately 115,000 square foot sports complex that would have four soccer fields.  He stated phase two would be divided into two sub areas, one with 65,000 square feet of office space in seven buildings, and the other would have 28,000 square feet of retail fronting Refugee Road in two buildings. 

 

5.         Resident Comments/Questions: 

 

            A.        Patrice Hess.  Ms Hess stated she has e-mailed some council members with her concerns and she questioned if this development would be multi-phased and would go back behind Kohl’s.  Mayor O’Brien stated the property is narrow and deep but the development would not go back any further than Tuffy Muffler.  Ms Hess questioned what kind of retail could go in on this site and Mr. Schultz stated it could include anything from a Kohl’s to a fast food restaurant.  Ms Hess clarified the retail would be fronting on Refugee Road.  Ms Hess inquired how much this would add onto the City debt and Mayor O’Brien stated that could not be determined at this time because staff is still negotiating with the developer’s attorney, so any amount of exposure on the city’s part cannot be determined.  Ms Hess inquired what the city’s debt was at this time and Mr. Schornack stated it was approximately $50 million and that would include all of the water and sewer debt as well.  Ms Hess inquired if this development would be fiscally responsible and Mr. Fix stated we were not anticipating the city taking on any debt for this development.  Ms Hess inquired about drainage and Mr. Schultz stated presently the site plan only identifies a single retention pond, but it would have to go through our engineering review and meet our minimum requirements.  Mr. Bachman stated we follow the City of Columbus regulations; however, the drainage after development must be less than what it was before development, and that area all drains to the west. 

 

            B.         Mr. Jim Kopp clarified that the developer would be required to clean up all of their trash and not leave it like they did between Kohl’s and Lifestyle.  Mayor O’Brien stated staff would take note of that issue.   

 

            C.        Melanie Wollenberg, stated she is with Equity and they own the property to the north of this proposed development and she would like to make sure there is landscaping behind the building because the back of her building will be looking out on that. 

 

6.         Council Questions/Comments:  Mayor O’Brien determined there were no questions by Council. 

           

7.         Adjournment.  There being nothing further, Mayor O’Brien closed the public hearing at 7:25 P.M., April 20, 2010.
