REGULAR MEETING
7:00 P.M.
1. ROLL CALL. Mr. Pawlowski called the meeting to order at 7:00 pm., with roll call as follows: Mrs. Carter, Ms. Hammond, Mr. Boetcher, Mr. Pawlowski, and Mr. Barletta. Not present Mr. Dean. Service Manager Edward Drobina, Service Department Administrative Assistant Angie Perrine, City Engineer Greg Bachman and Parks & Recreation Coordinator Don Ross were also present
2. APPROVAL OF MINUTES of April 26, 2010 Regular Meeting. Mrs. Carter moved to approve; Mr. Boetcher seconded the motion. Mr. Pawlowski, Mr. Boetcher, Ms. Hammond, Mr. Barletta, and Mrs. Carter voted “Aye”. Motion carried, 5-0.

COMMENTS. No comments.
4. REPORTS.
a. Parks and Recreation Director’s Report
Mr. Drobina
stated that the water tank for the community gardens has been purchased but has not been placed there
yet. He plans on taking it out tomorrow
with the trailer. Also, a new sign has
been placed at the gardens. Mr. Drobina commented that 44 out of 46 garden plots rented
this year and that in the fall they should be thinking about expanding the
garden area.
The swimming pool lights
are still not working, we have been in contact with the person working on them
and he said to go ahead and fill the pool.
The pool is now filled and the
heater is working. The lights will be
worked on tomorrow. The pool will be
open this weekend.
Mr. Drobina
commented that Greg Bachman and I have been working on the disc golf course
along with some of the Service Department employees. We have all of the baskets up and half of the
signage in place, the scorecards are done.
So the disc golf course will have a soft opening this weekend. The benches and trash receptacles have been
ordered but are not here yet. Mr. Pawlowski commented that he was excited to see on the
report that the disc golf course would be opening as advertised on Memorial Day
weekend and he appreciated all of Mr. Drobina’s hard
work. Mr. Drobina
thanked Mr. Pawlowski and stated that after they
broke for lunch today and came back to the disc golf course that they already
had some kids playing on the course. Mr.
Boetcher asked the question, where are the scorecards
being kept out there. Mr. Bachman stated
they would be placed in a mailbox next to the sign that states the general
rules of the game and would also keep them at the Parks & Recreation office
and a link on-line so people can print them off for themselves. In long term we will have a map of the course
at the first tee. Mr. Boetcher asked if there would be any classes on how to
educate residents on how to play. Mr. Drobina stated that he didn’t think anyone had talked about
that but thought this was a great idea.
That would be a good recreation class to offer. Mr. Boetcher stated
that there are leagues that play also.
Mrs. Carter commented that you can go online at Disc Golf Association
they might be able to help us out with classes and league information. They like to help communities out when they
first get started.
b. Council Representative’s
Report
Mr. Barletta reported that the bicycle
ordinance had to be taken back to Safety one of the councilmen had suggested
that we look into adding a helmet requirement.
The amendment for the helmet requirement will be sixteen and under. This will now go back to council.
Mr. Barletta stated in regards to the filling
of the Parks & Recreation Director’s position. Council has decided to hire a new recreation
position. Mr. Drobina
commented that Linda Fersch is working on a description for the job and whether
it will be a coordinator or director position.
Mr. Bachman stated that The City of Westerville Parks Director is
retiring and he has requested that after they have filled there position if
they would mind letting us have the resumes of what they feel would be top
candidates.
5. BOARD DISCUSSION ITEMS. Mrs. Carter asked about the sign to please
not feed the ducks. Mr. Drobina replied this was just a matter of ordering the
sign. He also stated in regards to the other shelter he had
looked at it and the city could get this up and running with minimal
costs. Also, the steps that go from the
top level to the bottom level have been closed off because they are
dangerous. A lot of the railroad ties
with cement between them are
caved in and I’m afraid someone would slip and fall. I’m currently getting quotes to have them
replaced. In regards to the other
shelter I will be getting in contact with Claypool Electric to see how much it
would cost to get electric there. Mrs.
Carter questioned if this shelter was currently being rented out. Mr. Ross commented that they don’t currently
charge for this shelter because of the no electric and no guarantees with the geese situation. Mrs. Carter questioned if Mr. Drobina had ever located the holders for the horseshoe
pit. Mr. Drobina
stated that he has not had a chance to think about that, since the horseshoes
and the fence were removed. I guess I
didn’t figure on putting the horseshoe pit back in.
Mr. Pawlowski
asked how the parade for the 4th of July was looking. Mr. Ross stated that they have 13 signed
up. But not to panic because people generally don’t sign up until a few weeks
before the parade. Mr. Drobina commented that the department had sent out letters to vendors and
participants. The fireworks contract has
been signed and he has meet with the fire department.
Mr. Pawlowski
questioned how the summer recreation program sign-ups were doing. Mr. Ross commented not bad. The usual programs are filling up fast.
Mr. Bachman began with his
comments regarding the 6 bike paths that he had suggested at last months meeting. He stated that he had meet with the school
board members and had added a small section and his plans tonight reflect that
change. After some reviewing of this,
Mr. Bachman requested some recommendations from the Parks and Recreation Board.
Mrs. Carter commented that personally she thought this was a good start
because this is where the kids are located.
More discussions went on and Mr. Pawlowski
made a motion to endorse the 6 bike
paths priority list as submitted by City Engineer, Mr. Greg Bachman; Ms.
Hammond seconded the motion. Mr. Boetcher, Mrs. Carter, Mr. Barletta, Ms. Hammond and Mr. Pawlowski voted “Aye” motion carried 5-0.
6.
OTHER
BUSINESS. Mr. Drobina
stated to Mr. Pawlowski that his term would be
expiring next month and wanted to know if he wanted a reappointment. Mr. Pawlowski replied
that he could not make a 5 year term commitment but has appreciated his 3 years
that he has been here. Mr. Drobina remarked that he would notify Mrs. Yartin and when
his term expired they would proceed with filling it.
