TREE COMMISSION

REGULAR MEETING

6:30 P.M.

 

 

  1. ROLL CALL.  Ms. Shelts called the meeting to order at 6:33 P.M., with roll call as follows:  Mr. Malone, Mr. McKinley and Ms. Shelts were present.  Mr. Goodrich was absent at roll call but attended soon after.  Mr. Vega, Mrs. Carter, Mr. Dean, Mr. Drobina and Ms. Angie Perrine were also present.  

 

 

  1. APPROVAL OF MINUTES of April 28, 2010 Regular Meeting.  Ms. Shelts  moved to approve; Mr. Malone seconded the motion.  Mr. McKinley, Mr. Malone and Ms. Shelts voted “Aye”.  Motion carried, 3-0.

 

 

  1. COMMUNITY COMMENTS.  Mrs. Carter approached and stated she would like to discuss the 4th of July parking issue in the Ramar Subdivision.  Mrs. Carter stated the trees that are planted in the medium of the subdivision are going to die.  This is because people park in the medium beside all of these trees and everything is sinking causing the trees not to look so good.  Without the cities help people will continue to park at this location every year when there is a festival in town.   More discussions went on in regards to this issue.  Mr. Drobina stated that he would take this to the Safety Committee and they would have to review this.

 

            Mr. Vega introduced himself and stated that he would be the next new member of the    Tree Commission.  He has not been sworn in yet, but would be by the next meeting and is looking forward to being a member.    

 

 

  1. REPORTS.   
    1. Street Tree Report

 

Mr. Drobina stated that Arbaugh’s Landscape has been contracted by the city to do all the tree trimming in the Simsbury Subdivision.  The trees are getting more mature in that subdivision and need trimmed.  The city had received several calls in regards to this.  Mr. Drobina also stated that if there is enough money he would like to do another subdivision this year.  Mr. Malone commented that in the Manchester Subdivision he noticed that there were a lot of sprouts at the bottom on the trees.  Mr. Drobina stated that the trees along Rt. 256 had the same thing.  He replied that he was going to teach the summer help how to trim the extra growth on the trees and have them take care of this in these areas. 

 

Mr. Malone asked if the Arbor Day plaque was ordered.  Mr. Drobina stated that it had not been ordered at this time.

 

  

       5.    SCHEDULED MATTERS.

                  a.   Tree Preservation Update.      No comments.

 

    1.   Arboretum.

Mr. Drobina commented that the Arboretum area was mowed, by the request of the fire department because of the 4th of July fireworks this is done every year.   Mr. Malone asked Mr. Drobina if he had noticed any vandalism.  Mr. Drobina stated that everything looked pretty good right now.  Mr. Drobina remarked that the city has been contacted about a possible wedding ceremony for next year being planned at the entrance of the Arboretum at the covered bridge.  He is not sure if this will take place or not but wanted to let the commission be aware of this request. 

 

                  c.     Discussion about canceling next month’s July meeting.

Mr. Drobina replied that Ms. Perrine would be out of town that week and thought if there was not much going on we could cancel July’s meeting.  Mr. McKinley responded that he wanted to discuss the updating of the existing ordinances’ with the recommendations of what the parks master plan has at next months meeting.  Mr. Goodrich commented that he thought there was maybe ten different items that needed updated.  His concern was with the cost of trees if they go with the recommendations.  Mr. Drobina stated that the cost would go up with the trees but perhaps the trees would have a better chance of surviving if they started purchasing larger trees to begin with.  We have already had residents call in and tell us they would like to have a bigger tree planted.  Mr. Drobina suggested that they review this and come back in August to discuss. Ms. Shelts asked Ms. Perrine to add this to the agenda items for next meeting.  Mr. Goodrich asked if we could e-mail the master plan papers to everyone.  Mr. Drobina replied, yes we could scan and e-mail them.  Ms. Shelts moved to approve that next months meeting be cancelled;   Mr. Goodrich seconded the motion.  Mr. Malone, Ms. Shelts, and Mr. Goodrich voted “Aye”, opposed Mr. McKinley.  Motion carried 3-1.   Next meeting will be Wednesday, August 25th  at 6:30 p.m.

                      

  1. COMMUNICATION.   Mr. Drobina commented that a resident had e-mailed him in regards to spraying their Ash Tree.  Mr. Drobina wanted to be clear on what the tree commission had decided in regards to this matter. Mr. Malone stated that the cost and procedure to do it for each individual specimen tree is the issue.  Mr. Drobina stated he would e-mail the resident and let them know the Service Department would go take a look at the tree and if it needed removed they would replace it with a different kind of tree.  But would not do the spraying.  Mr. McKinley commented that there are different companies that are advertising for these kinds of services.

 

7.   OTHER BUSINESS.   Mr. McKinley asked when the new City Manager would be starting.  Mr. Drobina commented, tomorrow at 8:00 a.m.  I’m planning on inviting him to the August meeting so I can introduce everyone to Mr. Vance.  Mr. McKinley asked what was happening with the recreation position.  Mr. Drobina replied that the city has been accepting applications and he believes they have received twenty applications.    

                   

      8.   ADJOURNMENT.      Their being nothing further, Ms. Shelts moved to adjourn, Mr. Malone seconded the motion.   Mr. Goodrich, Mr. McKinley, Ms. Shelts and Mr. Malone voted “Aye.”  Motion carried, 4-0.  The Tree Commission adjourned at 6:55 P.M. on  June 30, 2010
