PUBLIC HEARING

 

OPEN DISCUSSION REGARDING PROPOSED

AMENDMENTS TO CHAPTER 1292.09, OLDE DOWNTOWN PICKERINGTON VILLAGE AREA PORTABLE (SANDWICH BOARD) SIGN REGULATIONS

 

 

 

1.         Call to Order.  Mayor O’Brien opened the Public Hearing at 7:20 P.M.

 

2.         Roll Call:  Roll call was taken with Mr. Barletta, Mr. Blair, Mr. Sauer, Mrs. Hammond, Mrs. Sanders, and Mayor O’Brien present.  Mr. Fix and Mr. Wisniewski were absent.  Others present were:  Bill Vance, Lynda Yartin, Chief Mike Taylor, Lance Schultz, Greg Bachman, Phil Hartmann, Ed Drobina, Chris Schornack, Susan Crotty, Chet Hopper, Tory Kramer, Ted Hackworth, Nate Ellis, Carol Carter, Alexa Liebert, and others. 

 

3.         Purpose of the Public Hearing:  To allow citizens a chance to voice any concerns and/or questions regarding the proposed amendments to Chapter 1292.09, Olde Downtown Pickerington Village Area Portable (Sandwich Board) Sign Regulations. 

 

4.         Presentation to Council: 

 

            A.        Mr. Schultz stated Planning and Zoning Commission and Service Committee approved this in June 2010.  Mr. Schultz stated the Planning and Zoning Commission requested staff revise the sandwich board regulations in the old downtown area to allow for them to be approved administratively if they met the requirements of the Code.  He stated the legislation before Council this evening reflects the revision to the Code that allows that to occur.    

 

5.         Resident Comments/Questions:  There were no resident comments or questions. 

 

6.         Council Questions/Comments:  Mrs. Hammond questioned if the purpose was to attract the attention of people walking in the old downtown area or people that are driving.  Mr. Schultz stated he could not speak to the intent, however, he would assume it was a little bit of both.  Mayor O’Brien stated the current sign regulations in the old downtown call for a Comprehensive Sign Plan for each business, and that normally would entail multiple signs or different types of signs.  He stated in this area when we only allow one sign on the building it seems unnecessary to have a Comprehensive Sign Plan for one sign.  Mayor O’Brien stated their concern for the viability of their businesses is visibility and we allowed sandwich boards in the past.  Mayor O’Brien stated there have been discussions regarding sandwich board signs that included securing the signs, if they would look the same, if there would be a chalkboard area, etc.  He stated they had discussed the feasibility of having this approved by staff as an administrative decision with staff knowing the intentions of Planning and Zoning rather than having the individual business owners have to apply through the Planning and Zoning Commission. 

 

           

7.         Adjournment.  There being nothing further, Mayor O’Brien closed the public hearing at 7:25 P.M., July 20, 2010.
