REGULAR MEETING AGENDA

7:30 P.M.

 

1.         ROLL CALL.  Mr. Bosch called the meeting to order at 7:30 P.M., with roll call as follows:  Mr. Pruden, Mr. Nicholas, Mr. Bosch, and Mr. Maxey were present.  Mr. England, Mr. Smith, and Mr. Blake were absent.  Others present were: Lance Schultz, Lynda Yartin, Bob Mapes, Rick Swaro, and others.

 

2.         APPROVAL OF MINUTES OF October 14, 2003, Regular Meeting.  Mr. Nicholas moved to approve with the correction that the motion to approve the Commercial Design Guidelines Certificate of Appropriateness for Kohl’s Department Store reflect the removal of the brick accent bands and replacing them with red running “bond” brick, not “mock” brick; Mr. Maxey seconded the motion.  Mr. Bosch, Mr. Maxey, Mr. Pruden, and Mr. Nicholas voted “Aye.”  Motion carried, 4-0. 

 

3.         SCHEDULED MATTERS:

 

A.        Review and request for motion to approve Comprehensive Sign Plan for ground signs at the Shoppes at Turnberry (Developers Diversified Realty).  Mr. Schultz stated the developer is proposing a new ground sign to be located just east of the new Winderly Lane extension, which will be fronting Tussing Road.  Mr. Schultz stated he would like to have this sign included in the Comprehensive Sign plan because presently there are three ground signs and one pylon sign on this development.  He stated the three ground signs are SuperAmerica, the shopping center itself, Damon’s, and Bank One has the pylon sign.  Mr. Schultz stated the new sign would be approximately 9-1/2 feet high and 7- ¾ feet wide, with a sign area of approximately 37 square feet.  He stated this sign would identify the shopping center and up to six tenants.  Mr. Schultz stated there would be approximately 2-1/2 feet of stone from the ground to the bottom of the sign and stone would be up both sides of the sign, which is consistent with other signs located in the city for shopping centers, and he felt it would provide better exposure for the center. Mr. Schultz stated staff supported the Comprehensive Sign Plan with the condition that the ground sign be located five feet from the property line and outside the site triangle.  Mr. Rick Swaro stated he was representing Developers Diversified Realty, and they felt the sign would identify the tenants and the new entrance to the shopping center.  Mr. Bosch clarified the sign would be perpendicular to Tussing Road, and Mr. Pruden also clarified the existing Damon’s sign is approximately 70 to 75 feet from the location of the new sign  and they are not proposing to eliminate that sign.  Mr. Maxey moved to approve the Comprehensive Sign Plan contingent upon the new ground sign being located five feet from the property line and outside the site triangle; Mr. Pruden seconded the motion.  Roll call was taken with Mr. Bosch, Mr. Nicholas, Mr. Maxey, and Mr. Pruden voting “Yea.”  Motion passed, 4-0. 

 

B.         Review and request for motion to approve an extension to the Final Plat for The Reserves at Pickerington Ponds.  Mr. Schultz stated the applicant has requested this item be tabled this evening.  Mr. Maxey moved to Table; Mr. Nicholas seconded the motion.  Roll call was taken with Mr. Nicholas, Mr. Pruden, Mr. Bosch, and Mr. Maxey voting “Yea.”  Motion passed, 4-0.  (TABLE)

 

4.         REPORTS:

 

A.        Planning and Zoning Director - Lance Schultz

 

                        (1)        BZA Report. Mr. Schultz stated there were no cases in October and this month there is a request for a setback variance from Donley Concrete and a setback variance for a single family home that will be heard on November 25, 2003.          

 

B.         FCRPC - Lance Schultz.  Mr. Schultz stated at their meeting last week, the Fairfield County Regional Planning Commission approved the final plats for Woodstream, Section 4, and for Winding Creek, Section 5, in Violet Township.  He stated a proposed rezoning from R-2 to C-3, Unlimited Commercial, on 75 acres located south of U.S. 33 and just east of Hill Road was approved by the Commission, and would now go to Violet Township for their Zoning Commission’s approval. 

 

C.        Violet Township Comprehensive Land Use Plan Update – Lance Schultz.  Mr. Schultz stated at the last meeting they reviewed vision statements and concept area goals and objectives for each area.   

 

5.         OTHER BUSINESS: 

 

A.        Tree Commission.  No report. 

 

B.         Olde Downtown Pickerington Sign Code.  Mr. Bosch stated the open house this evening was very well attended and provided some valuable input to the Commission.  He further clarified the comment sheet provided at the open house requested all comments be returned by December 3, 2003.  Mrs. Yartin stated the comment sheets would be included in the next packets for the Commission to review.  Mr. Schultz inquired if the Commission wanted the formal public hearing scheduled for next month, and Mr. Nicholas stated he felt it would be better to schedule another open house so there could be more discussion between the business owners and the Commissioners.  Mr. Pruden and Mr. Bosch stated they agreed a second open house would be more appropriate before the legislation is actually prepared.  Mr. Nicholas moved to schedule a second public hearing for open discussion on the draft portable sign regulations for the Olde Pickerington Village area for December 9, 2003, at 7:00 P.M.; Mr. Maxey seconded the motion.  Roll call was taken with Mr. Maxey, Mr. Bosch, Mr. Nicholas, and Mr. Pruden voting “Yea.”  Motion passed, 4-0. 

 

6.         ADJOURNMENT.  There being nothing further, Mr. Pruden moved to adjourn; Mr. Nicholas seconded the motion.  Mr. Bosch, Mr. Maxey, Mr. Pruden, and Mr. Nicholas voted “Aye.”  Motion carried, 4-0.  The Planning and Zoning Commission adjourned at 8:05 P.M., November 11, 2003.
