PUBLIC HEARING

 

7:15 P.M.

 

1.         CALL TO ORDER.  Mayor O’Brien opened the public hearing at 7:15 P.M.

 

2.         ROLL CALL.  Roll call was taken with the following members present:  Mr. Fix, Mr. Blair, Mr. Sauer, Mrs. Hammond, Mr. Barletta, Mr. Wisniewski, and Mayor O’Brien were present.  Mrs. Sanders was absent.  Others present were: Bill Vance, Lynda Yartin, Phil Hartmann, Chris Schornack, Chief Mike Taylor, Susan Crotty, Nate Ellis, Janet Thiede, Seth Dorman, Buck Wentz, and others. 

 

3.         PURPOSE OF THE PUBLIC HEARING:  To allow citizens a chance to voice any concerns and/or questions regarding the proposed rezoning and final development plan for the approximate 5.05 acre Skilken property from C-3 (Community Commercial District) to PC-3 (Planned Community Commercial District) for Windmiller Square medical office development located just south of Kroger’s on Old Diley Road.    Ms Crotty stated the Planning and Zoning Commission considered the plans to develop this parcel at their September 14, 2010, meeting, and they unanimously recommended approval to Council with the conditions provided.  Ms Crotty stated Service Committee also recommended approval of this development at their September 22, 2010, meeting. 

 

4.         PRESENTATION TO COUNCIL:  Mr. Seth Dorman stated he is a development planner for Skilken Pickerington LLC.  Mr. Dorman stated Mr. Buck Wentz, the project architect, is also present this evening.  Mr. Dorman stated they are thrilled to already have Pediatric Associates signed on as they have outgrown their current location on Hill Road.  He stated the new Pediatric Associates offices will be phase one of this development and will afford them the opportunity to nearly double the size of their existing facility.  Mr. Dorman stated the reason for the rezoning to a planned district and for combining the final development plan and the final plat is an issue of timing.  He further stated doctors like to own or partially own the buildings that they occupy and the only way to accomplish this objective is to subdivide the land.  He stated this also allows Skilken, as the landowner, to keep the taxing separate.  Mr. Dorman stated they have worked through the Planning and Zoning Commission process and they have no issues with the conditions that were attached to the recommendation for approval.  Mr. Dorman stated he would be happy to answer any questions any council members may have. 

 

5.         RESIDENT QUESTIONS/COMMENTS.  Mayor O’Brien ascertained there were no questions or comments.   

 

6.         COUNCIL COMMENTS/QUESTIONS.  Mayor O’Brien ascertained there were no comments or questions by Council.   

 

7.  ADJOURNMENT.  There being nothing further, Mayor O’Brien closed the public hearing at 7:22 P.M.
