PUBLIC HEARING

1.         CALL TO ORDER.  Mayor O’Brien opened the public hearing at 7:23 P.M.

2.         ROLL CALL.  Roll call was taken with the following members present:  Mr. Fix, Mr. Blair, Mr. Sauer, Mrs. Hammond, Mr. Barletta, Mr. Wisniewski, and Mayor O’Brien were present.  Mrs. Sanders was absent.  Others present were: Bill Vance, Lynda Yartin, Phil Hartmann, Chris Schornack, Chief Mike Taylor, Susan Crotty, Nate Ellis, Janet Thiede, Seth Dorman, Buck Wentz, and others.

3.         PURPOSE OF THE PUBLIC HEARING:  To allow citizens a chance to voice any concerns and/or questions regarding the proposed amendment to Chapter 1278.07 of the Pickerington Codified Ordinances to allow single family uses in the C-2 (Central Business/Mixed Use) zoning district in the Olde Pickerington Village.

4.         PRESENTATION TO COUNCIL:  Ms Crotty stated this came about due to an inquiry from a property owner who was interested in selling their building and the potential buyer wanted to put a store front on the first floor and live on the second floor.  Ms Crotty stated after researching this it was discovered this was not permitted because although the second floor had been used as residential in the past, because it had not been used that way for over a year it was no longer permitted as a non-conforming use.  Ms Crotty stated Planning and Zoning Commission discussed if this should be revised just for the historic district because for a lot of the properties there that would be an appropriate use and recommended the proposed amendment for approval.  Ms Crotty stated Service Committee had also reviewed this issue and recommended it for approval by Council.  Ms Crotty stated this would allow single family uses when incorporated within a C-2 commercial use, and it would also provide that no single family shall occupy more than 50 percent of the structure.  She further stated this would prevent property owners from reverting back to full residential uses on the property without a rezoning.  Ms Crotty stated she would be happy to answer any questions.

5.         RESIDENT QUESTIONS/COMMENTS.  Mayor O’Brien ascertained there were no questions or comments.

RESPECTFULLY SUBMITTED:
