PUBLIC HEARING

 

7:10 P.M.

 

1.         Call to Order:  Mayor O’Brien opened the public hearing at 7:10 P.M.

 

2.         Roll Call:  Roll call was taken with the following members present:  Mrs. Sanders, Mr. Blair, Mrs. Hammond, Mr. Barletta, Mr. Wisniewski, and Mayor O’Brien were present.  Others present were: Bill Vance, Lynda Yartin, Chris Schornack, Chief Mike Taylor, Ed Drobina, Greg Bachman, Phil Hartmann, Joe Henderson, Nate Ellis, Janet Thiede, Carol Carter, Aaron Dean, Kevin Nolan, Bernie Fleming, Mark Heiner, and others. 

 

3.         Purpose of the Public Hearing:  Mayor O’Brien stated the purpose of this Public Hearing is to allow citizens a chance to voice any concerns and/or questions regarding the proposed Final Plat for Huntwork Gardens located behind City Hall off East Street and Raine Street.   

 

4.         Presentation to Council:   Mr. Henderson stated the applicant is proposing a lot split of the existing 7.95 acre parcel into two parcels; one parcel will be 2.004 acres and would have access to Raine Street while the other parcel would be 5.594 acres with access to East Street.  Mr. Henderson further stated the intent of the lot split is to transfer the 2.004 acre parcel to the owners who recently purchased the apartment complex, and maintaining the western portion with the original owner.  Mr. Henderson stated he would be happy to answer any questions. 

 

5.         Resident Questions/Comments: 

 

            A.        Mr. Aaron Dean stated his property backs up to this property and his concern is for his children.  Mr. Dean stated East Street is more of a glorified alley and now there is a lot more traffic using that gravel section.  Mr. Dean stated that technically East Street stops where the pavement ends and he has spoken with Mr. Drobina about putting up some kind of barrier or traffic control measure.  Mr. Dean stated he would like to have something put up just because of the traffic going through there and he would like to see it blocked off.  Mr. Dean stated he has spoken to the new owners as well as the Huntworks and they are all for it because this is not designed for an entrance or an exit, it is really just a private access for the Huntworks when they used to own it.  Mayor O’Brien clarified that the grassy area behind City Hall is still owned by the Huntworks.  Mayor O’Brien stated since this is on private property and is not a public street, the landowners can block it off if they want.  Mr. Dean stated the problem is that the Huntworks do not want to pay for it, they just want the City to do it.  Mr. Dean continued that he just wants something to stop the traffic.  Mr. Drobina stated the city street stops right at the Huntwork’s gravel driveway so we could put some type of barrier on our property.  Mr. Vance stated staff would look into this and see what could be done. 

 

6.         Council Comments/Questions:  Mr. Wisniewski clarified that currently there are no plans for any development on this property and any subsequent future development would have to go through the process. 

 

7.         Adjournment.  There being nothing further Mayor O’Brien closed the Public Hearing at 7:18 P.M.
