REGULAR MEETING

6:30 P.M.

 

 

  1. ROLL CALL  Mr. McKinley called the meeting to order at 6:30 P.M., with roll call as follows:  Mr. Goodrich, Mr. McKinley and Mr. Malone. City Manager Mr. Vance, Councilwoman Mrs. Hammond, Service Director Mr. Drobina, Recreation Administrator Mrs. Medinger, Mrs. Carter, Mrs. Goodrich and Service Department Administrative Assistant Ms. Perrine were also present.  

 

 

2.   APPROVAL OF MINUTES OF February 23, 2011.  Mr. McKinley moved to approve;    Mr. Malone seconded the motion.  Mr. Goodrich, Mr. Malone and Mr. McKinley voted         “Yes”.  Motion passed 3-0.          

           

             

  1. COMMUNITY COMMENTS            No comments.

 

 

      4.   REPORT

           

             A.          Street Tree Report (Mr. Drobina)    Mr. Drobina stated that the spring planting 

   has been completed with 76 new and replacement trees.  I’m currently preparing     

   another list for the replacement of ash trees.  Also he stated that each member    

   has a brochure for them to look at in regards to treating the infected ash trees.  

               Mr. McKinley asked if the city would be contacting Canal Winchester and

               Violet Township about using the same type of treatment.  Mr. Drobina stated

               this company was planning on contacting them next.

                                                                                                                             

 

             B.           Public Safety and Community Affairs Report (Mr. Drobina)      No Comments.

 

                              

 5.    SCHEDULED MATTERS

 

             A.           Tree Preservation Update.      No Comments.

 

             B.           2011 Arboretum Improvement Goals.  Mr. Drobina commented that he thinks

                           one of the goals should be to come up with some tree tags in the arboretum.  Mr.

                           Drobina stated that Ann Bonner, ODNR suggested no tags and to just have them

                           set up on GPS and have something with the tree names on it.  I could have the

                           Engineering Department comes up with a listing since they already have it set

                           up on GPS.  Mr. Malone stated it could be a self guided tour with a map or

                           brochure of the trees in the arboretum.       

 

            C.            2011 Beautification projects entrances to the city. Mr. McKinley stated he 

                            would like to see us planting in the fall some bulbs for spring blooming.  

                            Discussions went on regarding adding new beautification projects to more

                            entrances to the city.       

                                                                                                                          

D.                         2011 Beautification Ideas/Goals.   Mr. McKinley asked if the city has any plans

                            regarding the landscaping of Diley Road.  Mr. Vance commented that the idea                              

                            would be to have monthly sponsors to help out with the maintenance/care of

                            the signs.  Mr. McKinley questioned about a budget for trees along Diley Road. 

                            Mr. Vance stated that the city has some potential developments that could

                            generate impact fees to help support the planting of some trees on Diley Road. 

                            Mr. Malone asked if we have a landscaping plan for the Diley Road area.  Mr.

                            Drobina stated that we do not have a landscaping plan.  Mr. Goodrich

                commented that maybe this is the first place to start.   Mr. McKinley moved to

                approve to have the City look at getting a landscaping plan designed for

                Diley Road.  Mr. Malone seconded the motion.  Mr. Goodrich, Mr. Malone

                and Mr. McKinley voted “Yes”.  Motion passed 3-0.    Mr. Malone

                commented that he would like Parks and Recreation to be a part of this as well,

                due to the bike path and would want the path to be incorporated in the

                landscaping plan.    

 

E.                          Discussion regarding merging the Parks and Recreation Board and Tree &

Beautification Commission into one Board.  Mr. Drobina stated that he had this placed on the agenda because the commission seems to have a turn over of people and we do not have meetings because we do not have a quorum.  So I would like to discuss this because we have a lot of overlap between the two.   Mr. Vance commented that he would like to have a dedicated Tree & Beautification Commission as long as we can get an active membership.  He would like to give this a shot before merging the two.   Mr. Malone stated that in some communities they have ten, twelve members it just depends on how many people in the community are interested in that particular committee.  I don’t know how many applications we have coming in and if we have a waiting list.  Or, maybe we are having trouble getting applicants.  Mrs. Goodrich commented that maybe they needed to advertise since its Tree &  Beautification now.  Mr. McKinley stated that they do have it on the website and we only had two apply.  Mr. Drobina replied, that was correct but one has been disqualified because they are not a city resident.  Mr. Malone asked Mr. Drobina if they did combine the committees how that would work.  Mr. Drobina responded by saying they would add all three Tree & Beautification members to the four members of the Parks and Recreation Board and the council representative would be a non-voting member. Some discussions went on regarding this issue it was decided for everyone to think about it more for next months meeting.  Mr. Malone moved to keep the discussions regarding merging the Parks and Recreation Board and Tree & Beautification Commission on for next month’s agenda.  Mr. McKinley seconded the motion.  Mr. Goodrich, Mr. McKinley and Mr. Malone voted “Yes”.  Motion passed 3-0.

 

                                                                                        

      6.   OTHER BUSINESS      Mr. McKinley asked staff, how many properties the city has

            registered in the Foreclosed Property/Abandoned Home Program.  Mr. Vance

            commented that he believed ten to fifteen.  Mr. McKinley asked if this was a volunteer

            program with penalties for not being registered.   Mr. Vance doesn’t recall any penalties

            for this but some kind of expectation with a reference to all parties involved. Mr.

            McKinley stated that he has some properties like this in his subdivision that he lives in

            and was just asking.                                                                          

 

 

  1. COMMISSION ANNOUNCEMENTS AND FUTURE AGENDA RECOMMENDATIONS 

No Comments.                                                                                  

 

8.   ADJOURNMENT     There being nothing further, Mr. Malone moved to adjourn, Mr. Goodrich seconded the motion.  Mr. McKinley, Mr. Malone and Mr. Goodrich voted “Yes”.  Motion passed 3-0.  The Tree Commission adjourned at 7:16 p.m. on May 25, 2011
