REGULAR MEETING

7:30 P.M.

 

 

 

1.                  ROLL CALL.   Ms. Shankland called the meeting to order at 7:30 p.m. with roll call as follows:  Ms. Ball, Mr. Campbell, Mr. Frazier, and Ms. Shankland were present.  Mr. Boetcher and Ms. Riggs were absent.  Mr. Boetcher notified the clerk in advance of his absence.  Others present were Steve Carr and Sandy Whittington.

 

2.                  APPROVAL OF MINUTES of  October 27, 2003, Regular Meeting.  Ms. Shankland requested that the minutes be amended to reflect that the meeting was reconvened to discuss canceling the December meeting due to the holidays.  Mr. Campbell moved to approve the minutes as amended; Mr. Frazier seconded the motion:  Ms. Ball, Mr. Frazier, Ms. Shankland and Mr. Campbell voted  “Aye”.  Motion carried 4-0.

 

3.                  COMMUNITY COMMENTS. -  None

 

4.                  COUNCIL REPRESENTATIVE’S REPORT (Heidi Riggs) - None

 

 

5.                  PARKS DEVELOPMENT / IMPROVEMENT PROJECTS – ATTACHMENT I

A.     Skate park – Update – Mr. Carr stated in addition to his written report, the parks staff was unable to start putting the skate park equipment together today due to the weather.  It has been rescheduled for next week, depending on the weather. 

 

B.     DeWolfe Property (Clean Ohio Conservation Grant project)  -  Mr. Carr stated that Boy Scout Troop 256 volunteered to clear some paths around the pond on that property.  The City is in negotiations to purchase the property, but does not own it.  The City’s offer to the seller was $500,000 – of which we have $432,636 in grant money.

C.     Sycamore Park Improvements

(1)       Dam Repair (NatureWorks Grant Project) – Waiting on approval        of the report prepared by Stilson Consulting.

D.     Handicap Garden  -  Mr. Carr stated that the City Manager is reviewing cost estimates and construction drawings.

E.      Parks Master Plan – Update – Attachment I

F.      Chipping / Putting Green – Attachment I

 

6.                  RECREATION AND EVENTS 

A.     Fall Programs/Special Events – Attachment II

 

B.     Sports Programs – Attachment I

Mr. Carr stated that in addition to his written report there are eight teams in the basketball league playing at Diley Middle School, and six teams in the co-rec volleyball league playing at Harmon Middle School.   Talks regarding the Field House will resume after January 1.

 

7.                  OTHER BUSINESS –

 

8.                  ADJOURNMENT - There being nothing further, Mr. Frazier moved to           adjourn; Mr. Campbell seconded the motion. The Meeting of the Parks & Recreation Board adjourned at 7:45 p.m., November 24, 2003
