(A) Review and request for motion to approve draft ordinance to provide preliminary consent for the ODOT (PID No. 75901) modification of S.R. 256, to authorize the City Manager to execute a State Controlled Closed Loop system Agreement, and the declaration of immediate necessity and emergency, as ODOT’s access to state funding will cease after this year, the City’s consent is necessary to bid and construct the project, and can only be timely accomplished by the emergency passage
