JOINT CITY COUNCIL/PLANNING AND ZONING COMMISSION

WORK SESSION

FOR

GROWTH MANAGEMENT ASSESSMENT AND STRATEGY STUDY

 

7:30 P.M.

 

Mrs. Riggs opened the Joint City Council/Planning and Zoning Commission Work Session at 7:33 P.M., with the following Council Members present:  Mrs. Riggs, Mr. O’Brien, Mr. Wright, Mr. Hackworth, Mr. Parker, Mr. Sabatino, and Mr. Wisniewski.  Mayor Shaver was absent.  The following Planning and Zoning Commission members were present:  Mr. Fix, Mr. Smith, Mr. Blake, Mr. Kramer, Mr. Bosch, and Mr. O’Brien.  Mr. Nicholas was absent.  Others present were:  Judy Gilleland, Lynda Yartin, Lance Schultz, Bob Mapes, Steve Carr, Linda Fersch, Susan Crotty, Daryl Berry, and others. 

 

Ms Gilleland introduced Mr. Greg Dale of McBride Dale Clarion.  Mr. Dale stated the intent of the study is to help the City understand how it shapes up in terms of coming to gripes with growth and starting to identify some strategy for how to proceed.  Mr. Dale stated he has tried to get a sense of what is going on in the community, and he has done certain land use analyses.  Mr. Dale stated the preliminary impact fee analysis that was conducted by Tischler and Associates was also done under the umbrella of this process.  He stated in terms of what else is to be done, Tischler is following up on the cost of land use analysis.  He stated that will look at, from a financial perspective, what are the relative costs and benefits associated with different land uses.  Mr. Wright stated we did a Cost of Community Services last year, and Ms Gilleland stated this will expand on that study.  Mr. Dale stated Mr. Tischler has that study and they felt it was a good starting point, and this will take it to another level. 

 

Mr. Dale provided a presentation to the members present.  (Attachment 1 to these minutes.)

 

Mr. Dale stated the City does have the basic tools in place, but they need to be kept current.  He stated the City is not where it needs to be, but is further along than it was t10 years ago.  He stated whether anyone likes it or not, the growth pressures are likely to continue as this is an attractive area.  Mr. Dale stated he would proceed with the project and hopes to schedule another update with the City when the draft plan is complete. 

 

There being no further comments, Mrs. Riggs closed the work session at 9:20 P.M., October 26, 2004.
