REGULAR MEETING

7:30 P.M.

 

1.         ROLL CALL.  Mrs. Shankland called the meeting to order at 7:30 P.M.  Roll call was taken with Mrs. Ball, Mrs. Shankland, Mr. Boetcher and Mr. Campbell were present.  Mr. Frazier arrived at 7:37 P.M.  Others present were:  Steve Carr, Lori Aberman, Tom Nowocin, Audrey Wilson, Emily Giles, Heidi Meyer, Jenna Petardi, David Rosile and others.

 

2.         APPROVAL OF MINUTES OF September 27, 2004, Regular Meeting.  Mr. Boetcher moved to approve; Mrs. Ball seconded the motion.  Mr. Campbell, Mr. Boetcher, Mrs. Shankland, and Mrs. Ball voted “Aye.”  Motion carried, 4-0.

 

3.         COMMUNITY COMMENTS.  None.

 

4.         PARK DEVELOPMENT/IMPROVEMENT PROJECTS

A.                 Parks Master Plan – Update.  Mr. Carr stated staff made a

recommendation in the 2005 budget to complete the master plan.

 

B.                 Skate Park – Update.  Mr. Carr stated a dedication ceremony and

professional skating demonstration was scheduled for Saturday, October 30 at 11:00 am.

 

            C.        Handicap Garden – Update.  Mr. Carr stated a NatureWork grant award announcement would be made after the State of Ohio’s capital budget is approved.

 

D.           Sycamore Park Improvements

                        (1)        Dam Repair (NatureWorks Grant Project) –Update.  Mr. Carr stated the Sycamore Park Dam Repair work is scheduled to be completed this fall.

 

            E.         Putting/Chipping Green – Update.  Mr. Carr stated he received three proposals for the putting green.  All three were within the $25,000 budget.  He continued that he along with the department golf pro visited various sites to compare the different products.  A recommendation should be made to the City Manager this week.

 

            F.         Sycamore Park Tennis Courts – Update.  Mr. Carr stated staff would make a repair recommendation with the 2005 budget proposal.   He continued there are three different processes they are considering.  The first is remove and replace, the second is a technology called a stone dust overlay which fills the cracks and then a new surface is placed over the existing surface, and the third is a cushioned surface that has a fifteen year warranty.

5.                  RECREATION AND EVENTS

A.                 Fall Programs/Special Events.  Mr. Carr stated the winter brochure

will be distributed to the public on December 9.  This year the department has decided to do a winter brochure and then a spring/summer brochure. 

 

                                    Mr. Carr stated the annual Halloween party for children ages 10 and under is October 27, from 6:00 to 8:00 pm in Victory Park.  

 

                        B.         Sports Programs.  Mr. Carr stated the Men’s Basketball and Co-Rec Volleyball leagues would start December 5.  These leagues will be held in the Fieldhouse on Sundays with the exception of two dates that they will have to use one of Middle School buildings for the leagues. 

 

6.                  OTHER BUSINESS.  No other business was brought forward.

 

7.         ADJOURNMENT.  There being nothing further, Mr. Boetcher moved

to adjourn; Mr. Frazier seconded the motion.   Mr. Campbell, Mr. Boetcher, Mrs. Shankland, Mrs. Ball and Mr. Frazier voted “Aye.”  Motion carried, 5-0.  The Parks and Recreation Board meeting adjourned at 7:53 P.M., October 25, 2004.
