CITIZEN’S TASK FORCE FOR PROPERTY MAINTENANCE

REGULAR MEETING AGENDA

7:00 P.M.

 

Mayor Shaver called the meeting to order at 7:00 P.M., with the following comments. 

 

Mayor Shaver stated he would like to welcome everyone and let them know he is very glad to have members of our community involved in this process.  He stated one of the things that faces a community is the challenge of how to keep the community character distinct.  He continued the only way that can be done is through a very organized and systematic approach to the way you want your community to look, and that is what this Task Force is all about.  This Task Force will look at where we want to go as a community, how do we want to enforce the rules and regulations we come up with, and what ones are obsolete and do not require our attention or are beyond what a government should be doing.  Mayor Shaver stated he hoped everyone enjoyed this experience and the whole process, and again how he appreciated them taking time to become involved in their community. 

 

Roll call was taken with Mr. King, Ms Trout, Mr. Smith, Ms Goodrich, Ms Carter, Mr. Sells, Mr. Barletta, Dr. Henry, and Mr. Bowen present.  Mr. Walburn was absent.  Others present were:  Mayor Shaver, Judy Gilleland, George Parsley, Lynda Yartin, Mitch O’Brien, and others.

 

Ms Gilleland introduced herself and George Parsley the City’s Code Enforcement officer.  She stated Mr. Lance Schultz, the Planning and Zoning Director, was unable to be present this evening, however, these were the staff members who would be providing staff support to this Task Force.  Ms Gilleland asked each Task Force member to introduce themselves and give a brief statement on their expertise or interest in this Task Force. 

 

Ms Gilleland stated what she was looking for this group to do was to provide community standards for property maintenance and zoning issues.  She stated we do have a core Property Maintenance Code, but there are several grey areas that need to be more specific or should not be in the Code at all.  Ms Gilleland stated each member had been provided with a binder that contained the various sections of the City’s Code that this Task Force would be dealing with.  Ms Gilleland stated this Task Force will be making recommendations to the Safety Committee of Council.  She provided a brief overview of the purpose of the Task Force and samples of the issues that would be discussed.  These samples included home occupations, off street parking and loading, signs, the Property Maintenance Code, parking, animals, safety, sanitation, and health, weeds, trees shrubs, and other plants, garbage and rubbish collection and disposal.    Ms Gilleland clarified that if necessary she will have an attorney sit in on sessions to determine the legality of some issues. 

 

Ms Gilleland stated she would like to have the Task Force members review the various sections of the Code that had been provided to them so at the next meeting everyone will be somewhat familiar with the issues that will be discussed.  Ms Trout inquired if the Task Force will receive a packet of information and agenda prior to the meetings so they will know specifically what to review for each meeting.  Ms Gilleland stated Mr. Schultz will distribute packets for each meeting. 

 

Ms Gilleland stated she had also provided the Task Force members with two handouts she had found on the internet.  She stated she thought both of these items were very interesting and provided good information on a Code Enforcement Program and a Property Maintenance Code Checklist. 

 

Ms Gilleland stated the next order of business would be to determine a meeting date for the Task Force to meet.  After discussion, it was determined the regular monthly meeting for the Task Force would be on the first Thursday of each month at 6:30 P.M.  Therefore, the next meeting will be on December 2, 2004, at 6:30 P.M.

 

There being nothing further, the Task Force adjourned at 8:15 P.M., November 8, 2004.
