TREE COMMISSION

WEDNESDAY, FEBRUARY 12, 2003

 

REGULAR MEETING

5:30 P.M.

 

 

  1. ROLL CALL.  Ms. Cleary called the meeting to order at 5:40 p.m., with roll call as follows:  Ms. Cleary, Ms. Milnor and Mr. Malone were present.  Others present were  Frank Wiseman, Gregg Ellis and Sandy Whittington.  The following students were present:  Michelle Dugraunt, Mark Playker, Chris Henry, Dean Johnson, Teonna Brooks, Brittany Chambers, Jessi Brown, Amit Soni, Nikki Wilson.

 

  1. APPROVAL OF MINUTES of December 11, 2002, Regular Meeting.  Mr. Malone moved to approve the minutes; Ms. Cleary seconded the motion.  Ms. Cleary, Mr. Malone, and Ms. Milnor voted “Aye.”  Motion carried, 3-0.

 

  1. ORGANIZATIONAL MEETING.

Ms. Cleary moved to nominate Mr. Malone as Chairman; Ms. Milnor seconded the motion.  Ms. Cleary, Mr. Malone, and Ms. Milnor voted “Aye.”  Motion carried, 3-0.

 

Mr. Malone moved to nominate Ms. Milnor as Vice Chairman; Ms. Cleary seconded the motion.  Ms. Cleary, Mr. Malone, and Ms. Milnor voted “Aye.”  Motion carried, 3-0.

 

Ms. Cleary moved to keep the meeting day and time the same;  Mr. Malone seconded the motion.  Ms. Cleary, Mr. Malone, and Ms. Milnor voted “Aye.”  Motion carried, 3-0.

 

  1. COMMUNITY COMMENTS. 

The Tree Commission members answered questions from the students on the purpose of the Tree Commission.

 

  1. REPORTS.

Street Tree Report – Attachment I

 

Mr. Wiseman stated that the spring planting for 358 trees was bid.  The bid from Clark, out of Lancaster, was the low bid.  It has gone to Council for approval, after the approval process is complete – which should be mid April, Clark can start planting the trees.  This will bring us up to date, as far as the trees that need to be planted for money already received.

  1. SCHEDULED MATTERS.

 

A.                 Street Tree Brochure.

Ms. Cleary stated she would like to see the brochure back on track.  It has been discussed that the brochure should be available at City Hall and local nurseries.  The Commission would like information about Tree City USA and the Arboretum added to the brochure if there is space available.  Mr. Wiseman stated that the web site has been updated and that would be an excellent way to get information out.  Ms. Cleary inquired if there is still a working copy of the last draft.  Ms. Whittington stated that she would check on it.

 

B.                 Tree Preservation Ordinance.

Mr. Malone stated that he spoke to Mr. Carr about this today, and that Mr. Carr told him that he thought Mr. Mapes or Mr. Wiseman had the final draft.  Mr. Wiseman stated that he has not seen it and he will follow-up with Mr. Mapes.  Mr. Wiseman stated that he would inform the Commission when the ordinance will be on the Safety agenda.

 

C.                 Tree Preservation Update.

Mr. Malone stated that he has been in touch with Mr. Schultz regarding several different subdivisions.  He continued that in two cases, the Villages at Sycamore Creek and Fox Glen, there are legal negotiations going on and when that was resolved the developers would be happy to get together with the Commission.  He continued that the third concern was Viola Park and was told that subdivision is not far enough along to discuss tree concerns, but the developers will discuss concerns at a later time.  Regarding Wagnall Memorial, which is behind the post office, Mr. Schultz is checking to see if the tree area is outside of the proposed development area.

 

Mr. Malone stated that Mr. Wiseman would provide them with copies of the most recent plans for the Drug Mart area.  Mr. Malone discussed the next phase of the streetscape and requested that they get copies of the plans and that Mr. Ellis be involved in the removal and planting of trees.  Mr. Wiseman stated that he would also make sure the Commission gets a copy of the plans to widen Diley Rd.

D.                 Arboretum.

Mr. Wiseman stated that Keller Farms was not able to be here tonight, but did leave a new drawing for their review.  Mr. Malone stated that the Commission does want to proceed for spring, but wanted to see the final plan. Ms. Cleary stated that they still want to discuss a butterfly garden.  The Commission wants to make sure Keller Farms is ready to go with this project in the spring and will gladly meet with them in the arboretum. If possible they would like a representative from Keller Farms to attend the next meeting and go to the arboretum with them after the meeting.

 

  1. OTHER BUSINESS

Ms. Cleary stated that she had spoken to Councilman Bill Wright about increasing size of the Tree Commission, from 3 to possibly 5.  Mr. Wiseman stated that he would follow-up with Mr. Wright.  

 

Ms. Milnor thanked the students for their interest and encouraged them to contact the Commission with any ideas they might have.

 

  1. ADJOURNMENT.  There being nothing further, Ms. Cleary moved to adjourn.  The Tree Commission adjourned at 6:20 P.M., February 12, 2003.
