SPECIAL MEETING AGENDA

7:30 P.M.

 

1.         ROLL CALL.  Mr. Kramer called the meeting to order at 7:30 P.M., with roll call as follows:  Mr. Nicholas, Mr. Kramer, Mr. Bosch, and Mr. O’Brien were present.  Mr. Fix and Mr. Blake were absent.  Others present were:  Bill Wright, Judy Gilleland, Lance Schultz, Lynda Yartin, Jennifer Frommer, Susan Crotty, Jack Sower, McKenzie Fry, Lou Visco, Tony Martin, and others.

 

2.         SCHEDULED MATTERS:

 

A.        Review and request for motion to amend approved Commercial Design Guidelines Certificate of Appropriateness for Site Plan/Building Materials for Giant Eagle in the Pickerington Square Shopping Center (Former Drug Emporium).  Mr. Schultz stated in February this Commission approved the site plan for the Giant Eagle and in March this Commission approved the building materials for the site plan, but not revisions to the site plan.  He stated this evening we were considering revisions to that site plan.  Mr. Schultz stated staff and the developer have met several times recently and with extensive review of the site plan from a planning, development, and engineering perspective the City believes it has reached consensus with the developer on the outstanding site plan issues.  Mr. Schultz stated there were seven issues that have been addressed and detailed them as follows:

 

1.                           The developer is requesting that the curb cut at the entrance located at the Kroger signal be reduced from 120 feet to 115 feet, and a right out onto S.R. 256 at the gas station.  Mr. Schultz stated staff supported these two requests with five additional traffic modifications that the developer has agreed to to help the flow of traffic into and out of the Giant Eagle. 

 

2.                           Mr. Schultz stated the developer has agreed to extend an island about 80 feet along the access drive to eliminate the people coming north on S.R. 256 to make a quick left into the gas station which would cause traffic congestion. 

 

3.             The developer has agreed to the exit from Giant Eagle at the traffic signal, to         make it a right-out, a left-out, and a right-in, extending the width of the pavement   approximately two feet. 

 

4.             Presently there is a left hand turn lane into the site and they have agreed to extend that to approximately 280 feet for the additional stacking that will occur when this site is developed. 

 

5.             They have agreed to put an island across from the right-in/right-out at the Burger        King to eliminate people making left turns into the Burger King site. 

 

6.         Finally, on Refugee Road at the main entrance, they have agreed to widen that to 38 feet to have right-outs and left-outs. 

 

Mr. Schultz stated with those modifications, staff agrees with the developer’s two requests to reduce the curb cuts from 120 feet to 115 feet, and to add the right-out at the gas station located at the southernmost portion of the site. 

 

Mr. O’Brien moved to approve the proposed amendment to the Commercial Design Guidelines Certificate of Appropriateness for Site Plan/Building Materials for Giant Eagle in the Pickerington Square Shopping Center; Mr. Nicholas seconded the motion.  Roll call was taken with Mr. Bosch, Mr. Nicholas, Mr. O’Brien, and Mr. Kramer voting “Yea.”  Motion passed, 4-0. 

 

3.         ADJOURNMENT.  There being nothing further, Mr. O’Brien moved to adjourn; Mr. Nicholas seconded the motion.  Mr. Bosch, Mr. Nicholas, Mr. O’Brien, and Mr. Kramer voted “Aye.”  Motion carried, 4-0.  The Planning and Zoning Commission adjourned at 7:37 P.M., March 23, 2005.
