PERSONNEL APPEALS BOARD

REGULAR MEETING

TUESDAY, MARCH 22, 2005

6:00 P.M.

 

MEMBERS PRESENT:       Bob Farrell, Marvin Sells

 

OTHERS PRESENT:            Daryl Berry, Susan Sheikh

 

Meeting was called to order at 6:09 by Vice Chairman Bob Farrell.

 

1.                  Approval of December 28, 2004 Regular Meeting Minutes:  Mr. Farrell moved to approve; Mr. Sells seconded the motion.  Motion passed.

 

Approval of January 28, 2005 Special Meeting Minutes:  Mr. Farrell moved to approve; Mr. Sells seconded the motion.  Motion passed.

 

2.                  Employee/Community Comments:  Mr. Berry stated that he had an interview with Rules Committee of Council earlier this evening for consideration of his reappointment to the Board.  He stated that he remains very interested in serving on PAB.  He said he feels the interview went well.

 

Mr. Ferrell stated for the record that Mr. Berry has been invaluable on the Personnel Appeals Board.  His knowledge and experience will be difficult to match and he hopes that Council will reappoint him.  He went on to say that he personally has learned a lot from Daryl and could not have been effective on the board without the benefit of his knowledge and expertise. 

 

3.                  Secretary’s Report:  Mr. Sells reported all items received in the packet which included December 28th and January 18th minutes; copy of letter mailed to Public Safety Dispatcher applicant Daniel Ward; January 18th memo from Susan Sheikh regarding applicants being removed from the eligibility list for Public Safety Dispatcher; updated Public Safety Dispatcher eligibility list; eligibility list for Administrative Assistant/Executive Secretary in Building Department; January 25th letter to Idella Thompson from Susan Sheikh regarding status on the eligibility list; January 14th letter to Kenneth Schwartz from Susan Sheikh regarding status on the Police Officer eligibility list; updated Police officer eligibility list

 

4.                  Personnel Action

A.                 Service Worker – motion to proceed with posting:  Ms. Sheikh reported that Service Director Frank Wiseman would like to proceed with hiring a new Service Worker.  Since the eligibility list has expired, a motion to proceed with the posting to establish a new list is necessary.  Ms. Sheikh added that Mr. Wiseman is currently reviewing the questionnaire and grading methodology and will forward any needed updates to her for review by the board.  Mr. Berry stated for the record that Mr. Wiseman has a lot of expertise in this area and that he has done this sort of thing many times before.  Mr. Sells moved to proceed with the posting; Mr. Farrell seconded the motion.  Motion passed.

    

B.                 Public Safety Dispatcher – update:  Ms. Sheikh reported that Marian Cotterman was hired from the eligibility list effective January 24th. 

 

C.                 Building Department Administrative Assistant – update:  Ms. Sheikh reported that Angie Perrine was hired from the eligibility list and March 14th was her start date.

 

D.                 Police Officer – update: Ms. Sheikh reported that Corey Flanagan was hired from the eligibility list effective January 24th.

 

5.                  Eligibility Lists

 

A.                 Public Safety Dispatcher 2:  Ms. Sheikh asked that this item be tabled until she has had the opportunity to meet with Chief Dispatcher Carolyn Sharp to tweak the job description for this position.  She said that the board has already authorized the posting, but it hasn’t been done.  She intends to meet with Carolyn next month.

 

B.                 Police Officer – updated list:  Ms. Sheikh explained that an updated Police Officer eligibility list was included in the packet.  She stated that she made the requested updates and pulled those applicants who do not possess a current OPOTA certification on to the second page of the eligibility list to indicate that they are not currently eligible. 

 

C.                 Administrative Assistant, Building Department – updated list:  Updated list was provided in the packet. 

 

D.                 Public Safety Dispatcher 1:  Ms. Sheikh stated that Chief Taylor has interviewed the top six candidates on the eligibility list and indicated that he feels none of the candidates would be ideal for the position of Public Safety Dispatcher.  Ms. Sheikh stated that she is concerned with the process if it is not producing good candidates and that this is something that PAB should look at prior to establishing a new eligibility list.  She said that the eligibility list actually expires tomorrow and it would be her suggestion to let it expire, rather than renew it based on the information from the Chief.  She added that there may be layoffs in the Sheriff’s Department, and if that happens perhaps they could do a provisional hiring, if necessary, while PAB reviews the process.  

 

 

6.                  Other Business

 

A.                 Discussion regarding suggested amendment to PAB Rule 9 (c) 4 regarding the number of times an eligible must be certified or considered:  Ms. Sheikh suggested tabling this since it will be addressed when the City hires a consultant to look at needed amendments to PAB’s Rules and Regulations.  She added that over the years PAB has made periodic updates to their rules and regulations, but they have not been reviewed from a legal perspective since 1992.  She informed the board that the City has received two proposals to revise the rules, but the recommendation is to wait until late Spring or early Summer to begin the revisions in order to determine whether civil service reform is imminent.  Daryl Berry stated that he is happy to see the City committed to doing this.  Members agreed that it is a good idea and they look forward to participating and seeing where updates are needed.  Ms. Sheikh said once a firm has been selected, she will notify PAB and will arrange to have them present at a regular meeting or special meeting if necessary.
